The realizations described in this disclosure relate to the measurement of the enhanced path loss reference signal (PL-RS). In one aspect, a terminal device receives, from a network device via a first cell, an activation command to activate at least a second cell. The terminal device receives, from the network device via the at least second cell, at least one synchronized signal block (SSB) associated with the activation of the at least second cell. The terminal device performs time and frequency synchronization based on the at least one SSB and determines a first PL-RS based on the at least one SSB during time and frequency synchronization.By implementing the realizations of this disclosure, the first PL-RS could be determined in parallel with / during the time and frequency synchronization process and the terminal device is able to perform the PL-RS measurement before receiving the TCI activation command, thereby reducing the SCell activation delay.
