In the system, the position information of mobile terminals is acquired through the locating of the mobile terminals, and the moving speed of the mobile terminals is determined according to the position information of the mobile terminals in different time; one or more mobile terminals are selected according to a certain rule and used as (a) selected terminal(s), and position tracking is carried out on the selected mobile terminal(s); and the traffic information is obtained according to the moving conditions of the selected mobile terminal(s). By means of the mode provided by the invention, the extraction of the traffic information can be realized by effectively utilizing a 3G network and the mobile terminals in the 3G network. Meanwhile, in the mode, subsequent hardware upgrading does not need to be carried out on the mobile terminal(s), thus, the initial-stage investment for acquiring the traffic information is reduced, and the accurate traffic information can be acquired by virtue of accurate locating and sufficient terminal samples.
