The cooling system comprises a heat radiator of a diesel engine, wherein the heat radiator is located at the front end of the carriage of the locomotive, the bottom plane of the heat radiator is installed on the underframe surface of the locomotive, and the heat radiator is lower than the lower plane of a ceiling of a fan room of the locomotive; a fan motor unit is arranged behind the heat radiator; two groups of shutters are arranged between the heat radiator and the fan motor unit, the two groups of shutters are symmetrically arranged relative to the longitudinal gravity center line of the locomotive, the front ends of the two groups of shutters are connected, and the two groups of shutters arespread toward two sides from front to rear in a broken line shape or curve shape; the fan motor unit is located in the region which is surrounded by the two groups of the shutters; the fan motor unitis fixed on a fan rotation platform; and the fan rotation platform rotates relatively to the locomotive through a rotation mechanism, and is provided with two stopping gears at an interval of 180 degree.
