The method comprises the following steps: 1) preparing casting liquor: adding a compound solvent formed by dimethylformamide, dimethyl sulfoxide and acetone to cellulose acetate, then adding a compound plasticizer formed by polyethylene glycol, tirbutyl citrate and glyceryl triacetate and finally adding epichlorohydrin and hydrophobic poly-beta-hydroxybutyrate; 2) heating the casting liquor prepared in the step 1) to 40-60 DEG C and stirring the casting liquor under constant temperature until the casting liquor is uniform; 3) naturally cooling the casting liquor which is stirred uniformly in the step 2) to the room temperature, then treating the casting liquor with a 100-150-mesh sieveand then standing until the bubbles in the casting liquor are totally dispersed out; and 4) filling the casting liquor into a sprayer, spraying the casting liquor on the front and back sides of the paper and finally airing the paper.
