The steel plate is composed of, by weight, 0.03%-0.09% of C, 0.005-0.035% of Si, 0.40-0.80% of Mn, at most 0.018% of P, at most 0.014% of S, at most 0.0050% of N, 0.002%-0.055% of Al, 0.03%-0.06% of Ti, 0.03%-0.06% of Cu and the balance iron and unavoidable impurities. The steel plate is 1.5-2.0 mm in thickness. The method includes the steps of refining liquid steel, conducting continuous casting to obtain a continuous cast plate billet which is then heated, performing hot rolling on the plate billet, coiling the billet after cooling, and performing acid pickling and withdrawal straightening.
