The method comprises an underground biogas digester and an overground biogas chamber, wherein a shell of the biogas chamber is of a dual-layer structure which comprises an outer film and an inner film; a heat insulating and pressure regulating chamber, which serves as a heat insulating layer and a pressure regulating cavity, is kept between the outer film and the inner film; the heat insulating and pressure regulating chamber is provided with an air inlet and is connected to a blowing fan outside the biogas chamber; a pressure controller is arranged in the heat insulating and pressure regulating chamber; and the pressure controller is connected to the blowing fan so as to control the blowing fan. A steel wire protective net is arranged on the outer layer of the outer film; the steel wire protective net comprises an upper annular weft net, a middle annular weft net and a lower annular weft net; and the upper annular weft net is movably connected to the middle annular weft net by virtue of connecting steel bars and the middle annular weft net is movably connected to the lower annular weft net by virtue of connecting steel bars.
