The legged washer 40 has a washer ring 41 having a hole through which the first threaded section 20 penetrates, and a plurality of leg sections 42 having claws that extend from the washer ring 41 and can abut against a vehicle roof. The leg-receiving section 50 is provided detachably on the periphery of the first threaded section 20, and has an abutment edge-part 51. The projecting section 60 has an oblique surface inside of the leg sections 42, such that when the first threaded section 20 and the second threaded section 30 are fastened together, the oblique surface abuts obliquely against the abutment edge-part 51 of the leg-receiving section 50 and causes a pressing force to be applied to an axis of the first thread section 20 so as to outwardly spread the leg sections 42.
