The method comprises the steps of a, ensuring a fact that a module mounting position is in a non-shielded area, namely an area covered by GSM signals of China Mobile or China Unicom; b, ensuring a fact that a module is equipped with an SIM card which can be normally used; c, performing communication with a device controller by the module through an RS485 or RS232 interface, reading an internal parameter of the controller, wherein the controller should be equipped with a related interface and supplies a communication protocol; and d, disposing a monitoring system in a server which is oriented to a public network, and along with number increase of monitoring terminals, a requirement for server performance and network performance improves gradually; and a switching mode power supply of which the lower is not lower than 10W should be equipped in field, wherein the voltage range is 5-24V.
