The method comprises steps of: firstly, obtaining road information, public transportation information, and rail transit information, to construct an urban road-bus-rail multilayer network; then, obtaining traffic demand information of a plurality of traffic modes; constructing a double-target planning model,by taking the traffic restriction proportion of each edge in the urban road-bus-rail multilayer network as a decision variable, and taking the reduction of the capacity traffic of the active traffic cell and the saving of the travel costs of travelers as targets; and finally, setting a solution of different decision variables, and distributing the obtained traffic demands in the multilayer networkunder different solutions, by using a traffic flow distribution algorithm, and calculating a corresponding objective function value to obtain an optimal solution of the decision variable, so that thecooperative traffic restriction scheme of the multi-traffic mode can be obtained.
