The ferritic stainless steel having reduced carbon sludge adsorption for an exhaust system heat exchanger, according to one embodiment of the present invention, comprises: 0.003-0.1 wt % of C; 0.01-2.0 wt % of Si; 0.01-1.5 wt % of Mn; 0.05 wt %or less of P; 0.005 wt % of less of S; 10-30 wt % of Cr; 0.001-0.10 wt % of Ti; 0.001-0.15 wt % of Al; 0.003-0.03 wt % of N; 0.3-0.6 wt % of Nb; 0.01-2.5 wt % of Mo; and the remainder being Fe and unavoidable impurities, wherein a TiN precipitate having a size of 0.1 [mu]m or greater is dispersed in an amount of 2.5*104ea / mm<2> or less in a ferrite base of a surface part.
