According to the device, on the basis of a structure comprising the first light sensor, the second light sensor and the controller, whether a road lamp turn-on condition is satisfied or not is determined according to the illumination intensity of two different directions, namely, the illumination intensity generated by the ambient light and the illumination intensity generated by the headlights of the vehicle on the road surface, and when the road lamp turn-on condition is satisfied, the road lamp is turned on, so electric energy is greatly saved, and road lamp control diversity, automation and precision are improved.
