The device comprises a first light sensor which is used for obtaining illumination intensity of a first direction, wherein the illumination intensity of the first direction is the illumination intensity generated by ambient light; a second light sensor which is used for obtaining the illumination intensity of a second direction, wherein the illumination intensity of the second direction is the illumination intensity generated by headlights of a vehicle on a road surface; and a controller which is used for controlling a road lamp to be turned on when the illumination intensity of the first direction is smaller than a first preset threshold and the illumination intensity of the second direction is smaller than a second preset threshold. According to the device, on the basis of a structure comprising the first light sensor, the second light sensor and the controller, whether a road lamp turn-on condition is satisfied or not is determined according to the illumination intensity of two different directions, namely, the illumination intensity generated by the ambient light and the illumination intensity generated by the headlights of the vehicle on the road surface, and when the road lamp turn-on condition is satisfied, the road lamp is turned on, so electric energy is greatly saved, and road lamp control diversity, automation and precision are improved.
