A laser radar and a laser detection device are provided. The laser radar comprises a transmitting device used for generating a laser beam and rotating about a rotating shaft; an emitting device emitting the laser beam generated by the transmitting device for detection and having an angle between a main optical axis of the emitting device and the rotating shaft less than or equal to 45 degrees; anda receiving device used for receiving the reflected light generated by reflecting the laser beam generated by the transmitting device; and a detecting device used for performing photoelectric conversion on the reflected light incident into the receiving device. When the laser radar is applied to a flying device, the laser beam generated by the transmitting device rotates 360 degrees around the rotating shaft, and performs scanning in an arc in a plane perpendicular to the rotating shaft, so that the largest portion of the laser beam can be projected onto the ground. Thus, the energy waste oflaser radar can be reduced and the light energy utilization rate of laser radar can be increased.
