A positioning tool is arranged on the positioning base. A gear ring is fixed to the interior ofthe positioning chamber by the positioning tool. Receding openings are formed in the two sides of a column surface of the fixed base. Each of the two radial driving mechanisms comprises a sliding rail and a supporting block. The two sliding rails penetrate through the fixed base through the receding openings, and are respectively driven to slide along the two receding openings. The lower ends ofthe two supporting blocks are fixedly connected to the tail ends of the two sliding rails respectively, and extend into the positioning chamber from the interior of the fixed base. The scraper blade unit comprises two scraper blades including the upper scraper blade and the lower scraper blade. The two scraper blades are installed at the top ends of the two supporting blocks respectively. A tool bit is formed on the side, close to the positioning base, of each of the two scraper blades. The tool bit of the upper scraper blade is used for making contact with the upper side face of a snap springgroove.
