An overheater outlet of the boiler is connected with a steam inlet of a high-pressure cylinder and a steam inlet of a high-pressure bypass temperature and pressurereduction valve set. An outlet of the high-pressure bypass temperature and pressure reduction valve set is connected with a reheater inlet of the boiler. An outlet of the high-pressure cylinder is connected with the reheater inlet of the boiler after being converged with the outlet of the high-pressure bypass temperature and pressure reduction valve set. Main steam of the boiler outlet enters a reheater of the boiler after being subjected to temperature and pressure reduction through a high-pressure bypass valve, accordingly, it is guaranteed that the wall temperature of the boiler reheater isin the safety range, then, the main steam enters a heat steam re-extraction pipeline through the reheater side outlet of the boiler, accordingly, when the steam turbine or a power generator breaks down and is overhauled, serious heat supply accidents caused by whole-factory heat collecting and supplying capability obvious reduction due to shutdown of the heat collecting and supplying system of the machine are effectively avoided, and safety and reliability of the whole-factory heat collecting and supplying system is improved.
