The invention discloses a network camera localization system, which comprises a detection module, a data acquisition module, a data processing module and a CAMERA application, wherein the detection module retrieves a network camera in a network in real time through usings an ONVIF protocol and acquires a video transmission URL of the network camera; the data acquisition module is connected with the url through the detection module to acquire video data; the data processing module is used for decoding video data and processing images; and camera equipment is turned on and camera data is acquired through using a CAMERA interface of the CAMERA application. Meanwhile, the invention further discloses a network camera localization method. By adopting the network camera localization method, the video data of the network camera is acquired, decoded and processed, the network camera is used for replacing a traditional camera, and the use scene of the camera is widened through the network camera, so that the use position of the camera is extended and is not limited by distance and position, and the interactive use experience of a user is improved.
