The car-mounted leakage diagnosing device comprises an upper end cover, a booster pump assembly,a valve body, a lower end cover, a sliding floater and a micro spring. A first pipe joint is arranged on the upper end cover, and a second pipe joint is arranged on the valve body. When no electricity is obtained, the booster pump assembly does not work, airflow enters from the first pipe joint and directly flows into a passage of the second pipe joint, a carbon tank directly communicates with anash filter, and therefore the ventilating pressure drop of the fuel evaporation control system is small. After electricity is obtained, airflow compressed by a booster pump enters the fuel evaporation control system; due to the fact that the booster pump output flow is a constant value, the time needed for reaching set pressure in the fuel evaporation control system is a test value, and thereforethe time needed by a standard hole connected with an empty oil tank can be preset as a reference value; and if the test value is the larger than the reference value, an ECU judges that the system suffers from leakage, otherwise the it is judged that the system does not suffer from leakage.
