The method comprises the specific steps that composite film electric sensing skin is adopted as a conductive coating of a concrete insulator, and a concrete electrode arrangement device is preset; injecting continuous current into the concrete electrode arrangement device, and collecting voltage data of the concrete electrode arrangement device; and carrying out image reconstruction on the composite film electric sensing skin by using the electrical resistance tomography technology according to the voltage data, obtaining a concrete real-time monitoring image according to the change condition of the conductivity of the composite film electric sensing skin, and observing the hidden defects of the roadbed and the pavement. The concrete electrode can be inserted and is easy to splice, the problem that a conventional resistance analysis imaging nondestructive testing system cannot accurately measure the conductivity change of concrete is solved, and the requirement that hidden defects of a roadbed and a pavement can be observed without damaging the pavement structure is met.
