The invention provides a light-emitting device, a projector, and a method of manufacturing the light-emitting device, which suppress leakage current and have high light-emitting efficiency. This light-emitting device is provided with: a substrate; a columnar portion group provided on the substrate and comprising a plurality of columnar portions having a laminated structure of a first semiconductor layer, a light-emitting layer, and a second semiconductor layer; and an electrode that is provided on the plurality of columnar portions and that injects a current into the plurality of columnar portions, the plurality of columnar portions including a plurality of first columnar portions and a plurality of second columnar portions disposed around the plurality of first columnar portions, the second columnar portions having a shape in which a part of the shape of the first columnar portions is missing. The second columnar portions are lower than the first columnar portions in height, and the electrode is electrically insulated from the plurality of second columnar portions.
