[0021] In multiple access systems with limited resources, a means of controlling reverse link loading is required in order to avoid unstable system behavior. In systems where the remote unit is capable of transmitting at multiple data rates, the reverse link load can be controlled by adjusting the data rate at which the remote unit transmits. For example, in a system where external and mutual interference levels allow 30 remote units to simultaneously access the system at a given data rate, the same system could allow 60 remote units if each transmits at half the given data rate. The end units are connected to the system at the same time. If some of the remote units transmit at half the given data rate, the system can accommodate between 30 and 60 users simultaneously.
