[0021] In multiple access systems with limited resources, a means of controlling reverse link loading is required in order to avoid unstable system behavior. In systems where the remote unit is capable of transmitting at multiple data rates, the reverse link load can be controlled by adjusting the data rate at which the remote unit transmits. For example, in a system where external and mutual interference levels allow 30 remote units to simultaneously access the system at a given data rate, the same system could allow 60 remote units if each transmits at half the given data rate. The end units are connected to the system at the same time. If some of the remote units transmit at half the given data rate, the system can accommodate between 30 and 60 users simultaneously. Abstract

A method of accessing a system utilizing multiple data rates. The method includes determining a desired transmission data rate and setting a current data transmission rate to the desired transmission data rate if the desired rate is less than a maximum transmission rate. The current data transmission rate is set to the maximum transmission rate with a probability equal to a transmission probability if the desired transmission rate exceeds or is equal to the maximum transmission rate. Also described is a multiple access communication system including a base station which uses an indication of system loading to determine a transmission probability and a maximum transmission rate for the system and broadcasts the transmission probability and the maximum transmission rate to a plurality of remote units. A remote unit transmits data to the base station at the maximum transmission rate with the transmission probability. A multiple access communication system may include a receiver for receiving a maximum transmission rate and a transmission probability produced by a base unit, a process for determining a desired transmission data rate, a process for setting a current data transmission rate equal to the desired transmission data rate if the desired rate is less than a maximum transmission rate, and a process for setting the current data transmission rate to the maximum transmission rate with a probability equal to the transmission probability if the desired transmission rate exceeds or is equal to the maximum transmission rate. A transmitter transmits data to the base unit at the current data transmission rate.
