The rotary device includes a first substrate (10), a central shaft (20) protruding upward from an upper surface of the first substrate (10), at least one support (30) protruding upward from the upper surface of the first substrate (10), an elastic loop (40) looped over the central shaft (20) and the support (30), a second substrate (70) covering the first substrate (10) and joined to the first substrate (10) in a manner rotatable about the central shaft (20), and a driver (50) located in the elastic loop (40) and rotatable integrally with the second substrate (70) to press the elastic loop (40). The driver (50) is displaced from an initial position in response to rotation of the second substrate (70) to elastically deform the elastic loop (40). The driver (50) is urged to the initial position by a spring force of the elastically deformed elastic loop (40) to cause the second substrate (70) to return to an initial state.
