To provide a flexible composite material that is curable to a solid.SOLUTION: There is provided a flexible composite material comprising: a fill material located in the space b between a first layer a and a second layer c opposing the first layer, which is curable to a solid on the addition of a liquid, gas or radiation; and a plurality of elements extending into the space from and connected to the first layer and / or the second layer, which may pass through the first layer and / or the second layer, and may connect together, thereby forming linking elements for joining the layers together; wherein an uncured first fill material is provided in the space at a pressure such that tension is applied to one or more of the linking elements, and wherein the flexible composite material further comprises a second fill material located in the space between the first layer and the second layer, and wherein the second fill material is separated from the first fill material by way of a separation layer located in the space between the first layer and the second layer.SELECTED DRAWING: Figure 1
