Claim 1 A wall pad device installed in a household within a multi-unit housing complex to process the exemption of parking fees for external visiting vehicles, comprising: an input unit that receives the vehicle number of a visiting vehicle from a resident; a communication unit that transmits the entered vehicle number to a parking management server within the complex and receives parking history information from the parking management server, including the time of entry, parking location, and current accumulated parking fee of the vehicle; a display unit that displays the received parking history information on a screen and receives an input for approval of the parking fee exemption for the vehicle from a resident; and a control unit that, upon receiving the exemption approval input, requests the parking management server to settle the parking fee of the vehicle to zero (0) won through the communication unit. Claim 9 A method for exempting parking fees for visiting vehicles using a wall pad, comprising: (a) receiving a vehicle number of a visiting vehicle from a resident through a touchscreen interface of a household wall pad; (b) the wall pad transmitting a search request including the vehicle number to a parking management server within the complex, and the parking management server searching for the entry record of the vehicle in the parking history database and returning parking history information including the entry time, parking location, and current accumulated parking fee; (c) the wall pad displaying the received parking history information on a screen and receiving an exemption approval input from a resident; (d) the wall pad transmitting a parking fee exemption request signal for the vehicle to the parking management server, and the parking management server updating the settlement fee for the vehicle to zero (0) won; and (e) a vehicle barrier receiving an exemption completion signal from the parking management server and automatically opening the barrier when the vehicle exits. Claim 10 A system according to paragraph 2, wherein the parking management server maintains a pre-set time range for exemption applications from the time of entry of a visiting vehicle, refuses exemption processing when the time at which an exemption request signal for a specific vehicle is received from the wall pad exceeds the time range for exemption applications, and transmits a notification of the application deadline exceeding to the wall pad of the relevant household, wherein the time range for exemption applications can be individually set for each household via the wall pad.
