More specifically, the invention provides a natural, highly moisturizing cosmetic that is based on shea butter containing active ingredients without using any chemical solvents and does not require preservatives by not including purified water, thereby allowing it to be used safely for skin care, especially on sensitive skin, and to a shea butter-based preservative-free cosmetic containing the same. Claim 1 A cosmetic composition comprising shea butter (Butyrospermum Parkii (Shea) Butter), microcrystalline wax, one or more natural oils, an antioxidant, and a fragrance, and not containing purified water and thus not requiring a preservative, wherein the shea butter is contained in an amount of 50% by weight or more based on 100% by weight of the cosmetic composition, and the natural oil comprises, based on 100% by weight of the shea butter, 50 to 58 parts by weight of castor seed oil (Ricinus Communis (Castor) Seed Oil), 18 to 24 parts by weight of hydrogenated castor oil, 1 to 3 parts by weight of apple seed oil (Pyrus Malus (Apple) Seed Oil), and 1 to 3 parts by weight of camellia seed oil (Camellia Japonica Seed Oil). The method comprises 1 to 3 parts by weight of hydrogenated coconut oil, 0.01 to 1 part by weight of sunflower seed oil (Helianthus Annuus (Sunflower) Seed Oil), and 0.01 to 1 part by weight of rice bran oil (Oryza Sativa (Rice) Bran Oil), wherein the antioxidant is tocopherol, and the shea butter comprises a sorting process for selecting shea nuts, a shea nut pretreatment process for treating impurities contained in the selected shea nuts, a shea nut grinding process for grinding the pretreated shea nuts to prepare a shea nut grind having a particle size of 0.1 mm to 12 mm, a shea nut oil extraction process for obtaining a shea nut oil by extracting the shea nut grind at a temperature of 70℃ to 80℃ two or more times, and a refining process for refining the shea nut oil.
