Abstract
The decoding device applies neural network (NN) processing (S301) to the decoded first image. Instead of referring to the first image after NN processing, it refers to the first image before NN processing to decode the second image, which is decoded later than the first image (S302). Similarly, it refers to the first image after NN processing to decode the third image, which is decoded later than the second image (S303). Alternatively, the decoding device can perform NN processing on the first image in parallel with the decoding of the second image.
