The numerical control device (12) of the present invention includes: a determination unit (30) that determines the user's permission level; and a restriction control unit (32) that can perform restriction control of at least one of display restriction, display permission, operation restriction, and operation permission; the permission level of the user, which is the object of display restriction, display permission, operation restriction, or operation permission, is set in restriction data (38) for each of some or all screen objects; the restriction control unit performs restriction control corresponding to the permission level determined by the determination unit and the restriction data.
