Abstract

The encoding device includes circuitry and memory. The circuitry uses the memory to derive a first motion vector of the object block when encoding the object block in the inter-frame prediction mode of motion estimation performed by the decoding device. The derived first motion vector is stored in the memory. The circuitry also derives a second motion vector of the object block. By utilizing motion compensation based on the second motion vector, a predicted image of the object block is generated. In the deriving of the first motion vector, the first motion vector of the object block is derived using the processed first motion vector of the block.
