Abstract

The encoding device encodes blocks within an image using a predicted image of the blocks. The encoding device includes circuitry and memory. The circuitry uses memory to perform the following steps: calculating a first average pixel value, where the first average pixel value is the average pixel value of a plurality of first reference samples among a plurality of referenceable first reference samples adjacent to the first side of the block on the outside of the block and a plurality of referenceable second reference samples adjacent to the second side of the block on the outside of the block; and generating a predicted image using the first average pixel value. In the step of generating the predicted image, the circuitry applies the same predicted pixel value to a plurality of internal samples constituting a rectangular region among a plurality of processing object samples constituting the block, where the rectangular region contains at least two processing object samples in both the horizontal and vertical directions.
