Abstract

The encoding device encodes a block of objects using movement vectors. The encoding device includes a processor and memory. The processor uses memory to derive a plurality of candidates, each having at least one movement vector, to determine the movement estimation range in a reference image. Based on the plurality of candidates, it performs movement estimation within the movement estimation range of the reference image and encodes information about the determined movement estimation range.
