Abstract

The decoding device (200) includes a circuit (b1) and a memory (b2) connected to the circuit (b1). During operation, the circuit (b1) applies multiple loop filtering processes to the current block of the decoding object. The multiple loop filtering processes include: one or more non-neural network loop filtering processes, which are loop filtering processes that do not use neural networks; and one or more neural network loop filtering processes, which are loop filtering processes that use neural networks. The one or more non-neural network loop filtering processes are applied without using the output data obtained by the one or more neural network loop filtering processes.
