Methods for establishing temporary shelters

Abstract

This invention provides a method for setting up temporary shelters, which is implemented using a setup component structure. This structure includes a preparation box and a plurality of storage boxes. Each storage box has an index label and a plurality of numerical labels on its upper edge to guide the setup process. The method includes: performing an initial relocation procedure; performing a full-stage preparation procedure; performing a setup mobilization procedure; performing a space and grouping configuration procedure; performing a public registration procedure; performing an operation and maintenance management procedure; and performing a removal and restoration procedure. This allows for standardized operating procedures, combined with a setup component structure featuring multiple guidance features and layered storage, enabling even members of the general public without professional setup knowledge to quickly and accurately implement the setup inspection, personnel grouping, security checks, space configuration, public registration, and operation and maintenance management of the shelter, following intuitive guidance.

Claims

1. A method for establishing a temporary shelter, comprising the following steps: An initial relocation procedure is executed, providing an opening component structure and relocating it to a predetermined location within a temporary shelter. The opening component structure includes a storage box and multiple storage compartments and an administrative operation component located inside the storage box. These storage compartments are arranged in a vertically stacked manner, with index tags on their upper edges. Each index tag includes a numbered label corresponding to a work procedure sequence. These index tags and numbered labels are arranged in a stepped manner and do not obstruct each other, ensuring that all index tags and numbered labels are simultaneously visible when the storage box is opened, forming a physical structure for spatial positioning and sequential retrieval guidance. A full-stage preparation procedure is then executed, retrieving a full-stage guidance document and a checklist from the storage compartments according to the numbered label guidance sequence, and performing component inventory. Finally, an opening mobilization procedure is executed, retrieving a basic data document, a personnel organization document, and a personnel rotation document from the storage compartments according to the numbered label guidance sequence. The system involves several steps: first, establishing and managing the temporary shelter by retrieving a space configuration guide and a security checklist from the storage container according to the digital tag guidance sequence; second, establishing a public registration procedure by retrieving a registration document, a living regulations document, and a health check document from the storage container according to the digital tag guidance sequence, and assigning a public identification tag to the registered individuals; and third, establishing an operation and maintenance management procedure by retrieving corresponding documents from the storage container according to the digital tag guidance sequence, including parallel management operations such as information management, material management, bathroom and toilet management, and health and environmental management. Through this intuitive guidance provided by the establishment component structure and the retrieval of corresponding documents and administrative operation components, personnel can sequentially complete the establishment and operation and maintenance management of the temporary shelter, achieving the intended purpose of its establishment.

The method for setting up a temporary shelter as described in claim 1 further includes performing a removal and restoration procedure: retrieving a removal guidance document and a resettlement investigation document from the storage box according to the digital tag guidance sequence, in order to remove the temporary shelter and restore the site, and compiling the operation records of each stage to produce a major event summary.

The method for establishing a temporary shelter as described in claim 1, wherein the administrative operation components may be housed in the storage box and may include a plurality of notice items, a plurality of water-based markers, a plurality of erasable ballpoint pens, a plurality of warning tapes, a plurality of double-sided tapes, and a plurality of masking tapes stored in the storage box. The notice items may include portable whiteboards, information boards, spatial layout maps, signboards, and adhesive labels. Furthermore, the storage box contains a walkie-talkie for assisting in the execution of the aforementioned procedures.

The method for setting up a temporary shelter as described in Request 1, wherein the full-stage guidance document is a workflow diagram, the checklist is a checklist for the document information of the setup kit, the basic information document is a basic information sheet for a temporary shelter, the personnel grouping document is a staff grouping table, and the personnel rotation document is a staff rotation table, a grouped personnel sign-in and sign-out sheet, and a volunteer sign-in and sign-out sheet.

The method for establishing a temporary shelter as described in claim 1, wherein the space configuration guide includes an overall space configuration diagram of the temporary shelter, and the security checklist includes a temporary shelter preparation checklist and a temporary shelter establishment checklist.

The method for establishing a temporary shelter as described in claim 1, wherein the shelter registration document includes a temporary shelter registration form for sheltering people, the living regulations document is a temporary shelter living agreement, and the health check document includes a simplified health check form and a pet registration form.

The method for establishing a temporary shelter as described in claim 1, wherein the personnel entry and exit record document includes a media registration form and a visitor registration form, and the material distribution document is a relief material registry and distribution list and a relief material management report form.

8. The method for establishing a temporary shelter as described in claim 2, wherein the removal guidance document contains a temporary shelter closure work list and the resettlement survey document is a repatriation and follow-up resettlement survey statistics table.

The method for setting up a temporary shelter as described in claim 1, wherein the allocation of an identification component to staff includes providing a staff identification badge and a lanyard of a corresponding color for wearing, and for staff serving as team leaders, an armband sticker is also provided, the staff identification badge having a specific color background; and the public identification mark includes a sheltered person identification card and a visitor identification card, and is divided into multiple colors according to the identity of the reporting personnel.
