Abstract

This invention provides a PGW (Programmable Gate Controller) allocated with a first IP address and a second IP address. When a communication terminal registers to only be able to communicate via the network of a first ASN (Application Service Network), it generates first dialogue information of the communication terminal including the first IP address. When a communication terminal registers to be able to communicate simultaneously via the network of a first ASN and the network of a second ASN, the invention includes: a dialogue information generation unit for generating second dialogue information of the communication terminal including the second IP address; a dialogue information synchronization unit for synchronizing the second dialogue information between a first memory unit corresponding to the PGW and a second memory unit corresponding to other PGWs; and a communication tunnel establishment unit for establishing a communication tunnel between the PGW and the SGW based on the registration content of the communication terminal and the first or second dialogue information.
