Description

[Technical Field]

[0001] This disclosure relates to wireless communication technology, and generally to methods and apparatus for managing conditional cell switching operations during cell switching execution in a wireless communication system. [Previous Technology]

[0002] In modern wireless communication systems, especially in 5G NR networks, mobility management is crucial to ensuring seamless connectivity for user equipment (UE) as it moves between different cells. Traditional handover mechanisms rely on Layer 3 (L3) measurements and network-triggered decisions, which, while robust, can lead to higher mobility latency.

[0003] To address the latency issue, the industry has introduced Layer 1 / Layer 2 Triggered Mobility (LTM) technology. This technology allows the UE to trigger cell handover based on faster L1 measurements. LTM can be classified into unconditional LTM and conditional LTM. In unconditional LTM, the network directly instructs the UE to perform cell handover, while in conditional LTM, the UE autonomously triggers cell handover based on pre-configured execution conditions.

[0004] However, existing mobility mechanisms face significant challenges in handling concurrent mobility events. Specifically, technical problems arise when cell switching is already underway because conventional methods cannot adequately address how to manage concurrently active conditional mobility configurations. For example, if the execution conditions of a conditional candidate cell are met during this period, a dilemma arises: either interrupt the ongoing switch, which may prolong mobility latency, or ignore the met conditions, which may result in missing better connection opportunities.

[0005] In addition, in order to support subsequent mobility operations, more complex processing of conditional assessments is required during ongoing cell switching operations to maintain the ability to perform subsequent conditional cell switching after the current cell switching is completed. [Summary of the Invention]

[0006] In view of the aforementioned challenges, this disclosure provides a method and apparatus for managing conditional cell switching operations during ongoing cell switching execution. The technical solution disclosed herein can appropriately control cell switching condition evaluation when cell switching is triggered, and determine whether to resume evaluation after cell switching is completed based on specific configuration conditions, thereby avoiding unnecessary cell switching interruptions and supporting subsequent mobility operations.

[0007] One or more embodiments of this disclosure provide a conditional cell handover method applied to a user equipment (UE). The method includes: when a cell handover is triggered, if the UE is performing the cell handover condition assessment, stopping the cell handover condition assessment; and once the cell handover is completed, determining whether to perform the cell handover condition assessment.

[0008] One or more embodiments of this disclosure provide a user equipment (UE) suitable for performing conditional cell handover. The UE includes: a transceiver for transmitting or receiving signals; a memory for storing code; and a processor coupled to the transceiver and the memory, and configured to execute the code to implement a conditional cell handover method, including: when a cell handover is triggered, if the UE is performing a cell handover condition evaluation, stopping the cell handover condition evaluation; and once the cell handover is completed, determining whether to perform the cell handover condition evaluation.

[0009] One or more embodiments of this disclosure provide a method for performing conditional cell handover for managing user equipment (UE) by a network device. The method includes: transmitting a conditional configuration to the UE, wherein the conditional configuration includes at least one candidate cell and at least one execution condition; and instructing a UE behavior during a cell handover execution.

[0010] One or more embodiments of this disclosure provide a network device for managing conditional cell handover of a user equipment (UE), the network device comprising: a transceiver for transmitting or receiving signals; a memory for storing code; and a processor coupled to the transceiver and the memory and configured to execute the code to implement a conditional cell handover management method, comprising: transmitting a conditional configuration to the UE, wherein the conditional configuration includes at least one candidate cell and at least one execution condition; and instructing a UE behavior during a cell handover execution.

[0011] Based on the above, this disclosure addresses the technical challenge of optimizing mobility latency while maintaining subsequent mobility capabilities. By selectively pausing and resuming cell handover conditional assessment based on CU hierarchical configuration analysis, the disclosed method prevents unnecessary interruptions to ongoing cell handover operations while preserving the ability to continue conditional assessments for subsequent mobility events. This method particularly supports intra-CU scenarios, where subsequent conditional LTMs remain applicable after cell handover, and cross-CU scenarios, where conditional configurations may require appropriate management or release.

[0012] The technical effects achieved by this disclosure include reducing mobility latency by preventing cell switching interruptions, enhancing support for subsequent mobility operations, and intelligently managing conditional evaluation processes during concurrent mobility events. The disclosed solution provides backward compatibility with existing LTM mechanisms while introducing advanced control capabilities for next-generation mobility enhancements.

For brevity, related descriptions are omitted.

[0038] Figure 3 is a flowchart of a conditional cell switching method performed by a user device according to an exemplary embodiment of the present disclosure.

[0039] Referring to FIG3, in one embodiment, the conditional cell handover method applied to a user equipment (UE) includes the operational framework detailed in steps S310 and S320.

[0040] In step S310, when a cell handover is triggered, if the UE is performing the cell handover condition assessment, the processor 221 stops the cell handover condition assessment.

[0041] Specifically, the cell handover may be triggered by receiving a cell handover instruction via the transceiver 223, or when at least one execution condition for the cell handover is met. The cell handover instruction may be an unconditional LTM cell handover instruction issued by the network device, instructing the UE to perform an immediate cell handover to a specified target cell. Alternatively, the cell handover may be triggered when the processor 221 (of the UE) determines, based on measurement results obtained via the transceiver 223, that the execution condition for a conditional LTM has been met.

[0042] In one embodiment, stopping the cell switching condition assessment includes: (1) pausing or terminating ongoing measurement activities on candidate cells in a previously received conditional configuration, and (2) stopping the assessment process for determining whether the execution conditions for conditional cell switching are met. This preventative mechanism ensures that the ongoing cell switching operation is not interrupted by concurrent conditional cell switching triggers, thereby avoiding prolonged mobility delays due to the aborting and restarting of the cell switching procedure.

[0043] In step S320, once the cell switching is completed, the processor 221 determines whether to perform the cell switching condition assessment.

[0044] In one embodiment, this determination process includes analyzing whether at least one execution condition is configured within a selected candidate target configuration. The selected candidate target configuration includes a target cell configuration associated with a completed cell switchover, which may contain conditional LTM parameters for subsequent mobility operations. When the processor 221 determines that the at least one execution condition is configured within the selected candidate target configuration, once the cell switchover is completed, the processor 221 performs a cell switchover condition evaluation based on the at least one execution condition.

[0045] The execution conditions are specifically configured for conditional cell handover assessment, enabling the UE to continue autonomous mobility decision-making after the current cell handover procedure. This judgment mechanism allows the UE to maintain conditional LTM capability after a successful cell handover operation. Assessment recovery ensures continued optimization of mobility performance while retaining the conditional configuration for future use.

[0046] In one embodiment, determining whether "the at least one execution condition is configured within the selected candidate target configuration" includes multiple cases based on the relationship between the ongoing cell switching type and the characteristics of the conditional cell switching configuration. The processor 221 analyzes these cases to implement appropriate evaluation and management strategies.

[0047] In the first exemplary case, the ongoing cell switch is an intra-CU cell switch, and the conditional cell switch configuration is also an intra-CU cell switch configuration. Specifically, when the processor 221 determines that the cell switch is an intra-CU cell switch and the conditional configuration is an intra-CU cell switch configuration, the selected candidate target configuration is determined to contain the at least one execution condition. In this case, the source cell and the target cell belong to the same CU, maintaining the continuity of the CU hierarchy throughout the cell switch process. The target cell configuration, as the selected candidate target configuration, retains the conditional intra-CU cell switch configuration parameters, including the execution conditions for subsequent conditional LTM operations. This configuration retention enables seamless continuation of conditional evaluation capabilities after the cell switch is completed, thereby supporting subsequent mobility operations. Once the intra-CU cell switch is completed, the processor 221 restores the cell switch condition evaluation according to the retained execution conditions, maintaining operational continuity for future autonomous mobility decisions.

[0048] In a second exemplary case, the conditional cell handover configuration is a cross-CU cell handover configuration, which remains applicable regardless of whether the ongoing cell handover is within a CU or across CUs. When the processor 221 determines that the conditional configuration is a cross-CU cell handover configuration, the selected candidate target configuration is determined to include the at least one execution condition. In this case, the conditional LTM configuration is designed to have broader applicability, covering mobility operations across different CUs. The cross-CU conditional configuration retains its validity and functionality after both intra-CU and cross-CU cell handover operations because the configuration parameters are specifically designed to support cross-CU mobility scenarios. Cross-CU conditional cell handover configurations, including associated execution conditions, can be accommodated and utilized regardless of the CU affiliation of the target cell configuration. This enhanced flexibility allows the processor 221 to perform cell handover condition evaluation based on cross-CU execution conditions after a cell handover is completed, providing extended mobility management capabilities beyond CU boundaries. In heterogeneous network deployments, UE mobility often involves transitions between different CUs. In such scenarios, the cross-CU configuration approach ensures that the functionality of conditional LTM remains robust.

[0049] In some embodiments, the processor 221 may utilize a group identification mechanism to distinguish between intra-CU and cross-CU situations. Each cell within the communication system may be associated with a group identifier corresponding to its CU affiliation. The processor 221 compares the group identifier of the serving cell with the group identifier of the target cell to determine whether the ongoing cell switch constitutes an intra-CU or cross-CU operation. This identification process can accurately apply appropriate evaluation and management strategies based on the determined CU relationships and conditional configuration characteristics.

[0050] In another embodiment, when the processor 221 implements a measurement pause protocol as the primary mechanism for halting cell switching conditional assessment, the recovery process incorporates a systematic measurement restart procedure to restore full conditional assessment capabilities. Specifically, when the processor 221 determines, through group identifier comparison, that the ongoing cell switching constitutes an in-CU operation and identifies the suitability of the conditional configuration within the target CU environment, the processor 221 implements a measurement recovery protocol after the cell switching is completed. The measurement recovery process may include, but is not limited to, restarting the reference signal received power (RSRP), reference signal received quality (RSRQ), and signal-to-interference-plus-noise ratio (SINR) monitoring activities for candidate cells specified in the conditional configuration. The processor 221 restores the measurement scheduling framework according to previously established periodic parameters, ensuring that measurement collection activities are restored with the same operational characteristics used before the pause. Furthermore, the processor 221 reinitializes the measurement filtering and averaging algorithms to achieve accurate signal quality assessment for performing conditional assessment purposes. This systematic measurement recovery mechanism ensures seamless recovery of conditional assessment capabilities while maintaining the measurement accuracy and operational consistency necessary for reliable autonomous mobility decisions in subsequent conditional operations.

[0051] Figure 8 is a schematic diagram of intra-CU cell switching and cross-CU cell switching according to an exemplary embodiment of the present disclosure. Referring to Figure 8, the conceptual framework illustrates the operational differences between the two exemplary cases described above, providing a visual representation of CU hierarchical relationships and their corresponding evaluation and management strategies.

[0052] In the upper part of Figure 8, the intra-CU cell handover scenario illustrates a first exemplary case, where both the source cell SC and the target cell TC are located within the same centralized unit CU#1. As indicated by arrow A81, the UE 120 performs a cell handover operation while maintaining CU hierarchical continuity throughout the mobility process. The operation sequence follows a "stop / pause evaluation → perform cell handover → resume evaluation" pattern, wherein the processor 221 temporarily pauses the cell handover condition evaluation during the cell handover execution and subsequently resumes the evaluation upon completion. This recovery capability is achieved because the target cell configuration retains the conditional intra-CU cell handover configuration parameters, including the execution conditions required for subsequent conditional LTM operations. The preservation of evaluation capability reflects the technical advantage of maintaining CU hierarchical consistency during mobility management operations.

[0053] In the lower part of Figure 8, the cross-CU cell handover scenario illustrates different operating modes, where the source cell SC belongs to CU CU#1 and the target cell TC belongs to another CU CU#2. As shown by arrow A82, the UE 120 performs cell handover operations across different centralized units, requiring different evaluation and management methods. For conditional configurations within a CU, the operation sequence follows the "stop evaluation → perform cell handover → release configuration" mode, wherein the processor 221 stops the cell handover condition evaluation and subsequently releases the conditional configuration after the cross-CU cell handover is completed.

[0054] Releasing the conditional configuration within the CU in this context has a key technical objective. The release mechanism prevents a potential configuration inconsistency that could occur when attempting to apply CU-specific parameters to other CUs with different architectural characteristics and resource management protocols. By releasing the conditional configuration within the CU after a cross-CU cell handover, the processor 221 eliminates the risk of performing conditional evaluations based on outdated or incompatible CU-specific parameters, thereby maintaining system stability and preventing erroneous mobility decisions. Furthermore, this selective release method optimizes memory utilization within the UE 120 by eliminating redundant configuration data that is no longer applicable in the new CU environment, while preparing the system to receive and implement appropriate conditional configurations compatible with the target CU's operating framework.

[0055] However, in one embodiment, when a cross-CU conditional configuration is employed, as described in the second exemplary case, the target cell configuration in CU#2 can accommodate and utilize the cross-CU conditional cell switching configuration, allowing conditional assessment capabilities to continue despite CU transitions. This architectural flexibility demonstrates the technical complexity required to support cross-CU mobility scenarios while maintaining conditional LTM functionality.

[0056] The comparative analysis illustrated in Figure 8 highlights the fundamental technical differences between CU-level operational continuity and cross-CU adaptability. Intra-CU scenarios prioritize seamless assessment and recovery through configuration retention, while cross-CU scenarios require configuration release for intra-CU conditional configurations or enhanced configuration compatibility for cross-CU conditional configurations. This dual-mode operational framework ensures optimal conditional cell handover management across different network deployment architectures and mobility modes.

[0057] In one embodiment, the conditional cell handover operation framework includes a preparation phase for establishing basic parameters for autonomous mobility decision-making. Prior to any cell handover being triggered, the processor 221 receives a conditional configuration via the transceiver 223, wherein the conditional configuration includes specifying at least one candidate cell for potential future connectivity. The conditional configuration, as a comprehensive mobility blueprint, includes basic parameters such as candidate cell identification, measurement parameters, and execution criteria, enabling the UE 120 to make autonomous cell handover decisions without continuous network intervention. The processor 221 stores this conditional configuration in the memory 222 for subsequent reference and use during mobility operation.

[0058] Upon successfully receiving the conditional configuration, the processor 221 initiates the execution of a cell handover condition evaluation based on the conditional configuration parameters. This evaluation process includes systematic measurement activities performed via the transceiver 223, wherein the processor 221 monitors the signal quality metrics, reference signal received power, and other relevant metrics for each candidate cell specified in the conditional configuration. The processor 221 continuously compares these measurement results with the execution conditions defined within the conditional configuration to determine whether any candidate cell meets the predefined criteria for conditional cell handover execution. This continuous evaluation mechanism enables proactive mobility management, allowing the UE 120 to identify the optimal cell handover opportunity before connectivity degradation occurs, thereby enhancing overall system performance and user experience.

[0059] In another embodiment, conditional configuration management includes dynamic update capabilities, wherein the processor 221 can receive multiple conditional configurations corresponding to different mobility scenarios or network deployment characteristics. Each conditional configuration can specify a different set of candidate cells and associated execution conditions, enabling the processor 221 to adjust the evaluation strategy based on current network conditions and UE mobility patterns. Where applicable, the processor 221 maintains a concurrent evaluation process for multiple conditional configurations, optimizing mobility decisions in different network environments and usage scenarios.

[0060] In one embodiment, the determination mechanism for execution condition configuration includes analyzing centralized unit relationships and conditional configuration characteristics. When evaluating whether an execution condition is configured within the selected candidate target configuration, the processor 221 performs a comprehensive evaluation of the CU-level operating environment. Specifically, the processor 221 determines that at least one execution condition is configured within the selected candidate target configuration by identifying that the cell switch is an intra-CU cell switch and confirming that the conditional configuration is an intra-CU cell switch configuration. This determination process involves comparing CU identifiers associated with the source cell and the target cell, confirming their shared CU affiliation, and verifying the compatibility of the conditional configuration parameters with the intra-CU operating requirements. Successful identification of this intra-CU situation enables the processor 221 to maintain conditional evaluation capabilities after cell switchover, supporting subsequent mobility operations within the same CU framework.

[0061] In one embodiment, the processor 221 implements an alternative determination method for execution conditional configurations to adapt to cross-CU mobility scenarios. The processor 221 determines that the at least one execution condition is configured within the selected candidate target configuration by recognizing that the conditional configuration is designed as a cross-CU cell switching configuration. This determination process focuses on the inherent characteristics of the conditional configuration, rather than the specific CU relationship between the source cell and the target cell. Cross-CU conditional configurations are engineered with enhanced compatibility features, enabling functional operation across different CUs, regardless of whether the ongoing cell switching involves intra-CU or cross-CU transitions. The processor 221 identifies these cross-CU configuration characteristics and confirms their suitability for the target cell configuration, continuing conditional evaluation capabilities even when cell switching operations cross CU boundaries.

[0062] In a further embodiment, the processor 221 implements configuration lifecycle management, including a selective release mechanism for maintaining system optimization and preventing configuration conflicts. When the processor 221 determines that a cell handover constitutes a cross-CU cell handover and identifies a conditional configuration designed for intra-CU cell handover, the processor 221 releases the conditional configuration once the cell handover is complete. This release operation involves the systematic deactivation of intra-CU conditional configuration parameters, including deleting relevant execution conditions, candidate cell information, and measurement parameters that are no longer applicable in the new CU environment. Potential operational conflicts may occur when the UE attempts to apply CU-specific configuration parameters to other CUs with different architectural characteristics and operating protocols, and this release mechanism can prevent such conflicts from occurring. By implementing this selective release method, the processor 221 ensures system stability, optimizes memory utilization, and prepares the UE 120 to receive appropriate conditional configurations compatible with the target CU operating framework.

[0063] In a further embodiment, the principle of pausing and resuming or releasing conditional configurations also applies when the ongoing cell switching is a conventional Level 3 (L3) switch (Hand Over, HO, also known as a handover) or a conditional switch (CHO, also known as a conditional handover). The management of the conditional LTM evaluation process is adapted based on the CU level characteristics of the switch, reflecting the logic applied to LTM operations.

[0064] Specifically, when the processor 221 determines that the ongoing cell handover is an unconditional handover (HO) triggered by a network command, the processor 221 analyzes the CU affiliation of the target cell specified in the HO command. If the handover is an intra-CU handover, where the target cell is located in the same CU as the source cell, the processor 221 suspends conditional LTM condition evaluation upon receiving the HO command and resumes evaluation after the handover is successfully completed. This ensures that the still valid intra-CU conditional LTM configuration can be used for subsequent mobility.

[0065] Conversely, if the processor 221 determines that the handover is a cross-CU handover, the processor 221 stops conditional LTM condition evaluation upon receiving the HO instruction. If the existing conditional LTM configuration is an intra-CU configuration, the processor 221 releases this configuration after the handover is complete, as it is no longer applicable in the new CU environment. Consistently applying this evaluation management logic to different cell handover types (including LTM and traditional HO) ensures the robustness and predictability of mobility behavior, thereby enhancing overall system stability and performance.

[0066] Furthermore, when the ongoing cell handover is a conditional handover (CHO) initiated by the UE itself, the timing of the pause is precisely aligned with the autonomous trigger. In this case, the processor 221 pauses or stops the conditional LTM condition evaluation when the execution conditions that trigger the current CHO are met. For intra-CU CHOs, the processor 221 pauses the evaluation and then resumes it after the handover is completed. For cross-CU CHOs with intra-CU conditional LTM configurations, the processor 221 stops the evaluation and releases the configuration after completion. The differentiated timing based on the handover trigger (network command to UE autonomy) demonstrates a complex control hierarchy, optimizing evaluation management for each specific mobility situation.

[0067] In one embodiment, the mechanism for stopping cell switching condition assessment includes a comprehensive measurement pause strategy to handle the base layer of conditional assessment operations. Specifically, stopping cell switching condition assessment includes stopping measurements of the at least one candidate cell in the conditional configuration during cell switching.

[0068] In one embodiment, the processor 221 implements this measurement pause by instructing the transceiver 223 to stop measurement activities on all candidate cells specified in the previously received conditional configuration during an ongoing cell handover execution. The measurement pause refers to ceasing monitoring of various candidate cell signal quality metrics used to support the conditional evaluation process. Such metrics may include, but are not limited to, Reference Signal Received Power (RSRP), Reference Signal Received Quality (RSRQ), and Signal-to-Interference-Ratio (SINR). By stopping these basic measurement operations, the processor 221 effectively prevents the generation of new measurement results, avoiding these results from triggering additional conditional cell handover operations during cell handover execution, thereby ensuring operational stability and avoiding increased mobility latency.

[0069] In some embodiments, the measurement pause includes intelligent resource management, wherein the processor 221 temporarily reallocates measurement resources previously dedicated to conditional candidate cells to support ongoing cell switching operations. This resource optimization method can enhance the measurement accuracy of target cells during cell switching execution, potentially increasing cell switching success rates and reducing overall mobility latency. The processor 221 coordinates this resource reallocation through a sophisticated scheduling algorithm that prioritizes measurements critical to cell switching while maintaining a measurement pause for conditional candidate cells until cell switching is complete.

[0070] From the perspective of network devices, this disclosure establishes a comprehensive management framework for coordinating conditional cell handover operations of distributed user equipment (UEs) within a wireless communication network. The network device assumes a central orchestration role, proactively configuring UE mobility parameters and defining behavioral protocols to control UE operational responses during concurrent cell handovers. This network-centric approach enables systematic control of mobility management policies, allowing network operators to optimize resource allocation, minimize interference from competing mobility events, and ensure consistent implementation of conditional assessment policies in heterogeneous network deployments. The network device framework addresses the fundamental challenge of maintaining operational consistency when multiple mobility mechanisms operate simultaneously, providing standardized behavioral instructions to prevent conflicting mobility decisions and ensure optimal overall system performance.

[0071] FIG4 is a flowchart illustrating a method performed by a network device for managing conditional cell handover operations according to an exemplary embodiment of the present disclosure. Referring to FIG4, in one embodiment, the method performed by a network device for managing conditional cell handover of a user equipment (UE) includes the operational framework detailed in steps S410 and S420, establishing a comprehensive network-side control mechanism for conditional mobility management.

[0072] Specifically, in step S410, the processor 221 of the network device transmits a conditional configuration to the UE via the transceiver 223, wherein the conditional configuration includes at least one candidate cell and at least one execution condition. The conditional configuration, as a comprehensive mobility blueprint, enables autonomous UE decision-making while maintaining network-level supervision and control. The at least one candidate cell specified within the conditional configuration represents a set of pre-selected target cells, which are suitable mobility destinations evaluated by the network device based on network topology, resource availability, and quality of service requirements. Each candidate cell is associated with specific parameters, including cell identification, frequency information, and measurement configuration details, enabling the UE to perform an appropriate signal quality assessment. The at least one execution condition defines specific criteria that must be met to trigger a conditional cell handover operation. These criteria may be based on various factors, such as signal strength thresholds, signal quality parameters, timing constraints, or any other measurable conditions related to mobility decisions. The processor 221 customizes these execution conditions based on the current network load conditions, UE mobility mode, and service requirements to optimize overall system performance.

[0073] Next, in step S420, the processor 221 instructs a UE behavior during a cell handover execution, providing explicit operational guidance to control the UE response when a cell handover operation is triggered.

[0074] This instruction mechanism enables network devices to implement coordinated mobility management policies to prevent operational conflicts and ensure consistent behavior among multiple UE devices.

[0075] In one embodiment, the UE behavior indication may include the following instructions: stopping cell handover condition evaluation during cell handover execution, stopping measurement activities for candidate cells specified in the conditional configuration, or implementing an alternative evaluation management method that maintains measurement continuity while preventing conditional triggering conflicts.

[0076] In one embodiment, the processor 221 may also instruct UE behavior, including continuing cell handover condition evaluation during cell handover execution but ignoring the fulfillment of conditions, or further storing candidate cell information that has met the corresponding execution conditions for potential failure handling applications. These behavioral instructions enable complex mobility management strategies adapted to specific network deployment characteristics and operational requirements. The processor 221 transmits these behavioral instructions via a dedicated signaling mechanism of the transceiver 223, ensuring the reliable delivery and implementation of network-oriented mobility policies.

[0077] In one embodiment, the network device implements a conditional assessment and recovery protocol adapted to the requirements of intra-CU operational continuity. The processor 221 instructs UE behavior, including performing a cell handover conditional assessment after a cell handover, particularly when the cell handover constitutes an intra-CU cell handover and the conditional configuration is designed as an intra-CU cell handover configuration. This instruction framework recognizes the inherent architectural advantages of maintaining CU-level operational consistency throughout the mobility process. The processor 221 determines the appropriateness of the assessment recovery by analyzing the CU relationship between the source and target cells, confirming their shared CU affiliation, and verifying the compatibility of the conditional configuration with continued intra-CU operation. When these conditions are met, the processor 221 transmits explicit behavioral instructions via the transceiver 223, guiding the UE to restart the conditional assessment process after the cell handover. This recovery capability enables seamless continuation of autonomous mobility management functions while retaining conditional configuration parameters that remain applicable within a consistent CU operational framework. The instruction method ensures optimal resource utilization and maintains subsequent mobility capabilities.

[0078] In another embodiment, the network device implements an enhanced cross-CU compatibility indication that leverages the inherent flexibility of cross-CU conditional configuration. The processor 221 instructs UE behavior, including performing a cell handover condition assessment after a cell handover is completed when the conditional configuration is designed as a cross-CU cell handover configuration, regardless of whether the cell handover involves an intra-CU or cross-CU transition. This general applicability indication identifies the complex engineering characteristics of cross-CU conditional configurations, specifically designed to maintain functional compatibility across different CU operating environments. The processor 221 evaluates conditional configuration characteristics during the indication formulation process, identifies cross-CU configuration parameters, and confirms their broad applicability. The resulting behavior indication, transmitted via transceiver 223, empowers the UE to continue conditional assessment activities after a cell handover, leveraging robust cross-CU compatibility features embedded in the cross-CU conditional configuration design. This indication strategy improves mobility management flexibility while ensuring consistent operational performance in heterogeneous network deployments with different CU architectures.

[0079] In a further embodiment, the network device implements selective configuration lifecycle management instructions to prevent operational conflicts arising from CU architecture transitions. The processor 221 instructs UE behavior, including releasing the conditional configuration after the cell handover is completed when the cell handover constitutes a cross-CU cell handover and the conditional configuration is designed as an intra-CU cell handover configuration. This release instruction resolves the fundamental architectural incompatibility between intra-CU configuration parameters and the cross-CU operating environment, preventing potential system instability that may result from attempting to apply CU-specific parameters across different central units. The processor 221 identifies this incompatibility by analyzing the CU transition characteristics of the cell handover performed and the CU-specific design constraints of the conditional configuration. Upon detecting this architectural mismatch, the processor 221 transmits precise behavioral instructions via the transceiver 223 to guide the UE to systematically deactivate and release the incompatible conditional configuration after the cell handover is completed. This release mechanism ensures system stability, prevents erroneous mobility decisions based on outdated configuration data, optimizes memory resource utilization within the UE, and prepares an operational framework for potentially deploying compatible conditional configurations suitable for the target CU environment.

[0080] In one embodiment, the failure handling mechanism utilizes stored candidate cell information to provide an immediate recovery option when a primary cell handover operation encounters an execution failure. The processor 221 implements UE behavior, including using the stored information of the candidate cells to perform failure handling when a cell handover execution fails, establishing a robust backup mobility framework to minimize service interruption and reduce recovery latency. During cell handover execution, as the processor 221 continues to evaluate cell handover conditions and identify candidate cells that meet the corresponding execution conditions, the processor 221 systematically stores the identification parameters, signal quality indicators, and execution condition fulfillment timestamps of these qualified candidate cells in memory 222. Upon detecting a cell handover execution failure through unsuccessful access attempts, timeout conditions, or explicit failure signaling from the network infrastructure, the processor 221 immediately retrieves the stored candidate cell information and initiates alternative cell handover attempts for the stored candidate cells in priority. This failure handling method eliminates the traditional cell selection procedure that requires comprehensive network scanning and measurement collection after failure detection, thereby providing immediate recovery capabilities and maintaining service continuity. The processor 221 sequentially attempts to perform cell switching operations on each stored candidate cell until a connection is successfully established or all available backup options are exhausted, after which a conventional failure recovery mechanism may be invoked if necessary.

[0081] Figure 5 is a flowchart of a conditional cell switching operation with a decision-making process for restoring or releasing configuration, according to an exemplary embodiment of the present disclosure. Referring to Figure 5, in one embodiment, this integrated operational framework illustrates a systematic process that covers various stages from "initial configuration reception," "conditional evaluation management," to "post-completion decision-making."

[0082] In step S510, the processor 221 receives a conditional configuration with candidate cells and execution conditions via the transceiver 223, establishing basic parameters for autonomous mobility management. This initial configuration reception includes comprehensive mobility parameters, specifying candidate cell identification, measurement parameters, execution criteria, and CU-level operational characteristics, enabling subsequent autonomous decision-making processes. The processor 221 stores the received conditional configuration in the memory 222 and initializes the measurement and evaluation framework according to the specified parameters.

[0083] Next, in step S520, the processor 221 performs a cell switching condition evaluation based on measurements, continuously monitoring the quality of candidate cells and systematically comparing them with the execution conditions. This evaluation process creates a feedback loop, wherein the processor 221 continuously evaluates the measurement results to determine whether any candidate cells meet the predefined execution criteria for conditional cell switching execution. The evaluation loop continues until the cell switching trigger condition is met or an external cell switching instruction is received.

[0084] Next, in step S530, the processor 221 determines whether cell switching has been triggered by autonomous conditional evaluation or network-guided instruction.

[0085] In one embodiment, when no cell switching trigger occurs, the operation flow returns to step S520 to continue the evaluation activity. When the cell switching trigger is determined to be positive, the processor 221 proceeds to step S540 to implement evaluation management.

[0086] In step S540, the processor 221 stops the cell switching condition evaluation during cell switching execution, implementing a core protection mechanism to prevent the conditional cell switching trigger from interrupting the ongoing cell switching operation. This evaluation pause covers both the measurement activity and the condition evaluation process, ensuring operational stability throughout the entire cell switching execution.

[0087] Next, in step S550, the processor 221 executes a cell switch to a target cell, implementing a mobility procedure to establish connectivity with the designated target cell. This execution process includes a take-off procedure required to successfully complete the cell switch.

[0088] Next, in step S560, the processor 221 determines whether the execution conditions are configured within the target configuration. This step is a crucial decision point, used to determine the evaluation and management method after the cell switchover is completed. This determination process analyzes the relationship between the completed cell switchover characteristics and the conditional configuration parameters to identify appropriate subsequent actions.

[0089] In step S570, when the execution conditions are determined to be configured within the target configuration (typically corresponding to cell switching within the CU), the processor 221 restores the cell switching condition assessment, restores autonomous mobility capabilities, and facilitates subsequent conditional operations. This restoration maintains operational continuity and supports subsequent mobility.

[0090] In step S580, when the execution condition is determined to be not configured within the target configuration (typically corresponding to cross-CU cell switching with in-CU conditional configuration), the processor 221 releases the conditional configuration, systematically deactivates incompatible configuration parameters, and optimizes memory resource utilization. This release mechanism prevents operational conflicts and allows the system to prepare for the subsequent deployment of compatible conditional configurations suitable for the new operating environment.

[0091] It should be mentioned that, in alternative embodiments, this disclosure provides a more proactive assessment management strategy that maintains the continuity of conditional assessments without compromising ongoing cell handover operations. These advanced approaches recognize that while a complete assessment pause is effective in preventing interference, it may result in the loss of opportunities for mobility optimization and failure recovery preparation. This alternative framework enables the processor 221 to continue assessing cell handover conditions during cell handover execution, while simultaneously implementing intelligent control mechanisms to prevent conditional triggers from interrupting the ongoing mobility process. This "continuation-based" approach utilizes the following technical principles: 'Assessment activity' and 'cell handover triggering' are inherently two distinct operational phases, and therefore can be separated through specific control logic. The processor 221 maintains measurement and assessment capabilities throughout cell handover execution while implementing selective response suppression to preserve assessment results and prevent autonomous cell handover initiation. This methodology implements advanced mobility management strategies, including proactive standby preparation, enhanced failure recovery capabilities, and continuous network optimization, while maintaining basic protection against concurrent mobility conflicts.

[0092] Figure 6 is a flowchart illustrating, according to an exemplary embodiment of the present disclosure, the continued evaluation of cell switching conditions during cell switching execution without triggering a new cell switching. Referring to Figure 6, in one embodiment, this alternative operational framework demonstrates an advanced evaluation management approach that, through a selective trigger inhibition mechanism, maintains measurement continuity while preventing operational interference.

[0093] In step S610, the processor 221 receives a conditional configuration with candidate cells and execution conditions, establishing a basic framework for continuous evaluation of the operation. This configuration receives comprehensive mobility parameters, enabling continuous evaluation of the activity during subsequent cell switching operations.

[0094] In step S620, the processor 221 performs a cell switching condition assessment based on measurements. This assessment is continuously monitored and is not interrupted by any parallel cell switching activities. This continuous assessment enables real-time evaluation of candidate cell conditions and maintains current awareness of mobility opportunities throughout the operating cycle. The assessment cycle continues until the cell switching trigger condition is met or an external cell switching instruction is received.

[0095] In step S630, the processor 221 determines whether a cell switch has been triggered by an autonomous conditional evaluation or a network-guided instruction. In the event of a negative determination, the evaluation loop continues uninterrupted in step S620.

[0096] In step S640, when a cell switch is triggered, the processor 221 continues to evaluate the cell switch conditions during the cell switch execution, without triggering a new cell switch when the conditions are met. This control mechanism represents the core innovation of this alternative method, enabling continuous evaluation while implementing intelligent trigger suppression. The processor 221 maintains all measurement and evaluation activities for the candidate cells specified in the conditional configuration, continuously monitoring signal quality indicators and comparing measurement results with execution conditions. However, when the execution conditions are met during cell switch execution, the processor 221 implements selective response suppression to confirm that the conditions are met without initiating the corresponding cell switch procedure. This method preserves valuable evaluation information while ensuring that the ongoing cell switch operation is not interfered with by the conditional cell switch trigger. Continuous evaluation capability allows the system to have a more comprehensive understanding of the current situation and is prepared to immediately restore full conditional functionality after the cell switch is completed.

[0097] In step S650, the processor 221 executes a cell switch to a target cell, and maintains the continuity of evaluation throughout the entire execution process while completing this mobility procedure. The combination of continuous evaluation and successful cell switch execution demonstrates the technical feasibility of parallel operation management without operational conflicts.

[0098] In various embodiments, the implementation of this trigger suppression mechanism is adapted to the specific triggering characteristics of the ongoing cell switching. The processor 221 precisely defines the period during which it ignores condition fulfillment to align with the execution duration of cell switching under different mobility scenarios.

[0099] For unconditional cell switching operations, such as unconditional LTM or unconditional HO initiated by network instructions, the processor 221 begins to ignore any condition being met upon receiving the cell switching instruction. This selective response suppression state is maintained until the unconditional cell switching procedure is completed.

[0100] For conditional handover operations, such as conditional LTM or conditional HO (CHO) initiated by the UE itself, the processor 221 will only begin to ignore any subsequently satisfied conditions once the execution condition that triggered the current handover is met. This state is maintained until the ongoing conditional handover procedure is completed. This differentiated timing design ensures that the protection mechanism against concurrent triggering can be activated precisely at the moment the UE engages mobility procedures, whether network-oriented or autonomous.

[0101] After the cell switching is completed in step S650, the processor 221 can also perform post-completion management of the conditional configuration. In the case of intra-CU cell switching, the processor 221 can restore its triggering capability, meaning that if the execution condition is met, it will subsequently initiate a new cell switching. In the case of inter-CU cell switching, where the conditional configuration is used for intra-CU mobility, the processor 221 can release the conditional configuration, consistent with the logic described in FIG5.

[0102] Figure 7 is a flowchart illustrating the storage of candidate cell information for failure handling during cell switching execution according to an exemplary embodiment of the present disclosure. Referring to Figure 7, in one embodiment, this advanced operational framework demonstrates a comprehensive backup preparation strategy that utilizes continuous evaluation activities to establish a robust failure recovery mechanism.

[0103] In step S710, the processor 221 receives a conditional configuration with candidate cells and execution conditions, establishing the operational basis for advanced evaluation and storage management. This configuration provides candidate cell parameters and execution criteria for continuous evaluation and selective information storage operations.

[0104] In step S720, the processor 221 performs cell switching condition assessment based on measurements and implements continuous assessment activities that simultaneously support standard conditional operation and advanced standby preparation functions. This assessment process maintains comprehensive monitoring of all candidate cells throughout the operation cycle, including during concurrent cell switching execution. The assessment cycle continues until the cell switching trigger condition is met or an external cell switching command is received.

[0105] In step S730, the processor 221 determines whether cell switching has been triggered by autonomous conditional evaluation or network-guided instruction. If no triggering occurs, the process continues to step S720 for subsequent cell switching condition evaluation.

[0106] In step S740, the processor 221 continues to evaluate cell switching conditions and store information on one or more specific candidate cells that have met the corresponding execution conditions during cell switching execution.

[0107] Specifically, this dual-function operation represents complex resource management combining assessment continuity with proactive standby preparation. The processor 221 maintains comprehensive measurement and assessment activities while systematically storing qualified candidate cell information in the memory 222. The stored information includes candidate cell identification parameters, signal quality indicators, execution condition fulfillment timestamps, and priority ranking to enable efficient failure recovery implementation. This storage mechanism operates selectively, capturing only candidate cells that meet the execution conditions during cell switching, thereby optimizing memory utilization and maximizing standby effectiveness. The processor 221 implements dynamic storage management, adaptable to various storage strategies, including single candidate retention, comprehensive candidate archiving, or limited storage based on priority selection criteria.

[0108] It should be noted that, in a specific embodiment, dynamic storage management optimizes resource utilization by selectively retaining information on superior candidate cells. The processor 221 maintains storage space only for the currently best candidate cell, which must meet the execution conditions during cell switching. Simultaneously, the processor implements a dynamic replacement protocol, that is, it continuously updates the stored information when a superior candidate is identified. Specifically, when the processor 221 initially identifies a candidate cell that meets the execution conditions, it stores the corresponding candidate cell information in the memory 222, including signal quality indicators and execution condition satisfaction parameters. Subsequently, when the processor 221 identifies additional candidate cells that meet the execution conditions, it performs a comparative analysis between the newly identified candidate cell and the currently stored candidate cells based on predetermined quality standards (such as signal strength, signal quality, or overall performance indicators). When the newly identified candidate cell exhibits superior characteristics compared to the currently stored candidate cells, the processor 221 replaces the stored information with the superior candidate cell parameters, maintaining only the best alternative option at any given time. This dynamic replacement mechanism not only ensures that the stored information is the highest quality backup candidate currently available, but also minimizes memory resource consumption; furthermore, it optimizes failure recovery by retaining the most promising connectivity alternatives.

[0109] In another embodiment, dynamic storage management implements a comprehensive archiving strategy, wherein the processor 221 stores all candidate cells that meet their respective execution conditions during cell switching execution. In this method, the processor 221 assigns a sorting number to each stored candidate cell based on its signal quality or other performance metrics. When a new candidate cell meets its execution conditions, the processor 221 compares it with the already stored cells and inserts it into the sorting list. This method provides a complete set of alternative options, allowing the failure handling mechanism in step S770 to sequentially attempt to connect to the stored cells in descending order of their sorting until a successful connection is established.

[0110] In another embodiment, storage management operates under capacity constraints, wherein the processor 221 stores a maximum of a predetermined number (N) of candidate cells. This method balances failure recovery robustness with UE memory resource limitations. The processor 221 maintains a sorted list of up to N candidate cells. When a new candidate cell meets its execution conditions and is determined to have a sort that qualifies for inclusion in the list, it is stored. If the list already contains N cells, the cell with the lowest sort (i.e., the (N+1)th cell) is discarded to make room for new, higher-sorted cells. This ensures that the UE always maintains a list of the top N best-performing backup candidates.

[0111] Furthermore, the capabilities of the UE 120 can influence the range of candidate cells available for these advanced failure handling mechanisms. For a UE 120 equipped with at least two receivers, the processor 221 can simultaneously perform measurements on both same-frequency and different-frequency candidate cells. This allows the processor 221 to evaluate and store a more diverse set of alternative candidates during cell handover execution, increasing the probability of successful failure recovery across different frequency bands. For other UEs with more limited receiver capabilities, the set of candidate cells considered for storage will be limited to those cells that can be measured without interrupting the main cell handover operation.

[0112] In step S750, the processor 221 executes a cell switch to a target cell to implement the main mobility procedure, and maintains parallel evaluation and storage operations throughout the execution process.

[0113] Next, in step S760, the processor 221 determines whether the cell switching execution has failed. This step implements failure detection, which triggers an appropriate response mechanism based on the result evaluation of the cell switching. This determination aims to assess whether the access was successful, whether connectivity was established, and whether the operation was stable, thereby identifying a cell switching failure that requires backup intervention.

[0114] In step S770, when a cell switching failure is detected, the processor 221 uses the stored information of the one or more specific candidate cells to perform failure handling. This handling implements an immediate recovery procedure that utilizes previously identified alternative options. This failure handling mechanism achieves rapid recovery by sequentially attempting cell switching on stored candidate cells, eliminating the delay associated with comprehensive network scanning and measurement collection after failure detection.

[0115] When implementing the single-candidate retention strategy described above, the failure handling mechanism enhances efficiency by directly utilizing stored best candidate cell information. The processor 221 immediately accesses stored information representing the current best candidate cell, which exhibits superior execution condition satisfaction characteristics during cell switching execution, eliminating the need for prioritization or selection procedures within the stored candidates. This simplified failure recovery method allows the processor 221 to directly initiate a cell switching attempt on the identified best candidate cell. Because this method utilizes the highest quality alternative derived from dynamic quality assessments performed during cell switching execution, it maximizes the success rate of failure recovery. Immediate deployment of best candidate information reduces failure recovery latency, while providing the most promising connectivity alternative based on dynamic quality assessments performed during cell switching execution.

[0116] In step S780, when the cell switching is successfully executed, the processor 221 discards the stored information of the one or more specific candidate cells. This implements memory optimization, thereby eliminating redundant backup data that is no longer needed in the event of failure recovery.

[0117] In one embodiment, this optimization step can return to step S720 through a dotted-line feedback mechanism, enabling continuous evaluation of subsequent mobility operations or maintaining ongoing conditional capabilities. Selective information management ensures efficient resource utilization while maintaining the system's readiness for future mobility events.

[0118] It should be noted that, in another embodiment, this disclosure implements priority-based cell handover management, which can selectively interrupt an ongoing cell handover operation when a higher-priority mobility opportunity becomes available. This management approach recognizes that some candidate cells may have operational characteristics that justify interrupting the current cell handover procedure to support superior connectivity options. These characteristics make differentiated processing important in mobility decision-making when network deployments include candidate cells with different service capabilities, signal quality potential, or architectural advantages, and a priority-based framework can address such scenarios. The processor 221 evaluates candidate cell priorities based on network configuration parameters, UE preference settings, or predetermined quality of service metrics to achieve a systematic ranking of mobility options. When a higher-priority candidate meets the execution conditions during an ongoing cell handover operation, the priority-based management framework allows controlled interruption and redirection to optimize overall connectivity outcomes through a structured transformation procedure while maintaining operational stability.

[0119] Figure 9 is a flowchart illustrating a priority-based cell switching method according to an exemplary embodiment of the present disclosure. Referring to Figure 9, in one embodiment, this priority-based operating framework demonstrates a controlled cell switching interruption and redirection mechanism that optimizes mobility outcomes through systematic priority evaluation and selective procedural modifications.

[0120] In step S910, the processor 221 receives a conditional configuration with candidate cells, execution conditions, and priorities via the transceiver 223. This enhanced configuration includes priority parameters that establish a relative order among candidate cells, thereby enabling a systematic evaluation of mobility option preferences. Priority information may be based on network-defined quality of service metrics, CU-level operational characteristics, or reliability factors of the first layer relative to the third layer that affect the mobility decision-making process. The processor 221 stores this enhanced priority configuration in the memory 222 for subsequent reference during evaluation and decision-making operations.

[0121] For example, conditional intra-CU LTM candidate cells can be assigned a higher priority than conditional cross-CU LTM candidate cells because intra-CU mobility typically involves lower latency and less signaling overhead. In another example, conditional handover (CHO) candidate cells that rely on more robust Layer 3 measurements can be assigned a higher priority than conditional LTM candidate cells that rely on less robust Layer 1 or Layer 2 measurements. These priority assignments allow the UE 120 to make intelligent decisions to interrupt ongoing and less desirable cell handovers in favor of more stable or efficient mobility opportunities.

[0122] Next, in step S920, the processor 221 performs a cell switching condition evaluation based on measurements. This evaluation implements a priority-aware continuous monitoring process, covering all candidate cells specified in the conditional configuration. This evaluation process allows the processor 221 to continuously monitor the satisfaction status of its execution conditions and their relative priority ranking.

[0123] Next, in step S930, the processor 221 determines whether a cell switch to a first target cell has been triggered (e.g., by satisfying the execution conditions for the first target cell to trigger a cell switch). In the event of a negative determination, the evaluation activity continues to step S920 via a feedback loop. In other words, when a negative result is determined, indicating no cell switch trigger event, the processor 221 maintains the evaluation loop through a feedback loop mechanism, returning to step S920 to maintain the ongoing cell switch condition evaluation based on measurements.

[0124] In step S940, the processor 221 performs a cell switching to the first target cell, which initiates a mobility procedure toward the initial identification target, and during execution, the processor maintains evaluation capabilities for other candidate cells simultaneously.

[0125] Next, in step S950, the processor 221 continues to evaluate cell switching conditions for other candidate cells during the cell switching execution, implementing parallel monitoring to identify alternative mobility opportunities that may arise in the current switching procedure. This continuous evaluation specifically excludes the first target cell currently being executed in the cell switching process, while maintaining the evaluation of the remaining candidate cells specified in the conditional configuration.

[0126] In step S960, the processor 221 determines whether the execution conditions of a second target cell (e.g., a candidate cell other than the first target cell) have been met, and assesses whether alternative mobility opportunities become available during the ongoing cell switching execution. When no alternative is met, the processor 221 continues the current cell switching execution to step S940 through a feedback loop.

[0127] Next, in step S970, when the execution conditions of the second target cell are detected to be met, the processor 221 determines whether the priority of the second target cell is higher than the priority of the first target cell. This priority comparison utilizes the priority parameters established in the conditional configuration to evaluate whether the newly identified mobility opportunity is worth interrupting the current cell switching procedure.

[0128] When the priority comparison in step S970 produces a negative result, indicating that the second target cell does not have a higher priority than the first target cell, the processor 221 maintains the ongoing cell switching execution to the first target cell without implementing an interruption procedure. This persistence ensures that the current cell switching operation continues until completion, while preserving a priority-based decision framework to prevent unnecessary interruptions to lower or equal-priority mobility opportunities. The processor 221 returns to the evaluation loop in step S950 to continue evaluating cell switching conditions for other candidate cells during the ongoing cell switching execution, thereby continuously monitoring for other mobility opportunities. These opportunities need to have sufficiently high priority characteristics, thus warranting consideration of potential interruption decisions.

[0129] In step S980, when the priority of the second target cell exceeds the priority of the first target cell, the processor 221 stops the cell switching execution to the first target cell. This is a controlled termination of the current mobility procedure. This interruption mechanism ensures the systematic cessation of ongoing cell switching activities while preserving system stability and preventing operational conflicts.

[0130] Next, in step S990, the processor 221 initiates and executes a cell switch to the second target cell, implementing a redirection towards a higher priority mobility option. This redirection procedure establishes connectivity with the superior candidate cell while ensuring a seamless transition from an interrupted cell switch operation. Based on the priority-based redirection mechanism, the system can optimize mobility outcomes through a systematic preference for higher quality or more suitable connectivity options, while maintaining operational consistency throughout the transition. It should be noted that both the cell switch to the first target cell and the cell switch to the second target cell are conditional cell switches.

[0131] Figure 10 is a sequence diagram of a cell handover operation within a CU with conditional configuration management, according to an exemplary embodiment of the present disclosure. Referring to Figure 10, in one embodiment, this sequence diagram illustrates the systematic coordination between the UE 120, the source gNB 111 (CU1), and the target gNB 112 (CU1) during a cell handover operation within a CU. This coordination maintains the continuity of the conditional configuration by evaluating a pause and resume agreement.

[0132] The operation sequence begins with a preconditional state, in which UE 120 maintains a conditional configuration for intra-CU mobility. This means that processor 221 has previously received and stored a set of conditional configuration parameters via transceiver 223, which are specifically designed to support mobility operations within the same CU framework. This precondition lays the foundation for subsequent evaluation and management decisions, thereby ensuring that the applicability of the conditional configuration is preserved throughout the cell handover procedure.

[0133] In step S1010, cell handover triggering occurs via a network-directed instruction or an autonomous UE initiation procedure based on conditional evaluation results. For network-directed triggering, the source gNB 111 transmits a cell handover instruction to the UE 120 via a radio communication protocol, instructing the UE 120 to perform a cell handover to the target gNB 112. This instruction represents an unconditional LTM cell handover indication for initiating a mobility procedure based on a network-side decision-making process. Alternatively, for autonomous triggering, the processor 221 continuously monitors the execution conditions of candidate cells specified in the conditional configuration and autonomously triggers a cell handover operation when predetermined execution criteria are met. Specifically, when the processor 221 determines through measurement analysis that the signal quality parameters of a candidate cell exceed the configuration threshold or meet the execution condition formula, the processor 221 initiates a conditional cell handover procedure without explicit network instructions. The processor 221 receives trigger signals (for network instructions) via the transceiver 223 or generates trigger decisions internally (for condition fulfillment), and identifies either trigger mechanism as an initiation event of the conditional evaluation management protocol.

[0134] This dual-trigger framework integrates network control and UE autonomy mobility modes within a unified operational structure. Network-guided cell handover commands provide centralized mobility control based on a comprehensive network optimization strategy, while autonomous conditional triggering reduces signaling overhead and enhances responsiveness to rapidly changing channel conditions.

[0135] In step S1020, the processor 221 implements an internal action to stop the conditional evaluation, executing a core protection mechanism that prevents the conditional from being triggered and avoids it occurring while a cell switch is being performed. This internal action encompasses pausing the measurement activities of the candidate cells specified in the conditional configuration and stopping the execution conditional evaluation process that may trigger conflicting cell switch operations. The evaluation pause operates specifically during cell switch execution, while the conditional configuration parameters are retained in the memory 222 for later use.

[0136] In one embodiment, the stopping mechanism implemented by the processor 221 operates through differentiated protocols that take into account the architectural characteristics of the first-layer and third-layer measurement frameworks within the wireless communication system.

[0137] In one embodiment, the stopping mechanism implemented by the processor 221 is adaptable to the architectural characteristics of the measurement framework. For example, when a conditional configuration specifies execution conditions based on first-layer measurements, the processor 221 implements a cross-layer communication protocol to notify lower layers to stop cell switching condition evaluation. This approach recognizes that first-layer measurement activities operate within the first-layer processing framework and require coordinated pausing via a standardized cross-layer signaling mechanism. The processor 221 transmits control instructions to the lower-layer entity responsible for first-layer measurement collection and processing, ensuring systematic deactivation of first-layer measurement activities for candidate cells specified in the conditional configuration. Conversely, when a conditional configuration specifies execution conditions based on third-layer measurements, the processor 221 directly stops cell switching condition evaluation within its own processing framework without cross-layer coordination. This direct approach leverages the processor 221's immediate control over the third-layer measurement and evaluation process to achieve efficient pausing of higher-level conditional evaluation activities through internal control mechanisms. This differentiated stopping approach not only ensures optimal resource management and protocol efficiency but also maintains compatibility with the diverse measurement framework architectures employed in advanced wireless communication systems.

[0138] In step S1030, UE 120 performs cell handover by establishing connectivity with a designated target cell. The processor 221 initiates connectivity establishment and simultaneously receives and processes response signals from the target gNB 112 via the transceiver 223.

[0139] In step S1040, the UE 120 sends a cell handover completion signal to the target gNB 112, formally ending the mobility procedure and establishing operational connectivity with the target cell. This completion notification indicates that the cell handover execution has been successfully completed and triggers the evaluation of post-completion conditional configuration management requirements.

[0140] In step S1050, the processor 221 performs an internal action to restore conditional assessment. This action is based on a determination that "the execution conditions are still configured within the target configuration," thereby restoring the conditional assessment capability. Since both the source gNB 111 and the target gNB 112 operate within the same centralized unit (CU1), the continuity of operation within the CU makes it possible to retain the applicability of the conditional configuration after cell switching is completed. The processor 221 restarts the measurement activities of the candidate cells specified in the conditional configuration and resumes the execution conditional assessment process, enabling continuous autonomous mobility decision-making capability for subsequent cell switching operations. This recovery capability demonstrates the technical advantages of cell switching operations within the CU in maintaining the continuity of conditional configuration and supporting subsequent mobility operations.

[0141] In one embodiment, the recovery process implements a systematic restart of the conditional assessment framework based on subsequent mobility requirements. Specifically, the processor 221 reinitializes the measurement scheduling protocol for candidate cells specified in the retained conditional configuration, resuming the first and third layer measurement collection activities capable of continuously performing conditional assessments. The processor 221 verifies the integrity of the stored conditional configuration parameters, confirming that candidate cell identification, execution thresholds, and measurement criteria remain applicable within the target CU operating environment. After successful verification, the processor 221 re-establishes the assessment periodicity and measurement reporting framework, enabling autonomous detection of subsequent mobility opportunities. This systematic recovery mechanism ensures a seamless transition from a paused to an active conditional assessment state, while maintaining compatibility with the target cell operating protocol and preserving the autonomous mobility decision-making capability necessary for subsequent conditional LTM operations.

[0142] In one embodiment, this recovery mechanism implements a systematic restart protocol that is consistent with the characteristics of the specific measurement framework established during the initial conditional configuration phase. When the processor 221 determines that at least one execution condition for conditional cell switching evaluation is based on a first-level measurement, the processor 221 implements a cross-layer communication protocol to notify the lower layer to restart the cell switching condition evaluation. This recovery method involves transmitting control instructions to the lower-level entity, instructing the resumption of the first-level measurement collection activity for candidate cells specified in the conditional configuration according to previously established measurement parameters and scheduling protocols. The processor 221 coordinates this restart through a standardized cross-layer signaling mechanism to ensure proper synchronization between the higher-level evaluation process and the lower-level measurement activity. Alternatively, when the processor 221 determines that the at least one execution condition is based on a third-level measurement, the processor 221 directly restarts the cell switching condition evaluation within its own processing framework. This direct recovery method enables immediate resumption of third-level measurement and evaluation activities through internal control mechanisms, restarting the evaluation process for candidate cell execution conditions without delay due to cross-layer coordination. The systemic recovery framework ensures a seamless transition from paused to active conditional assessment states, while maintaining architectural compatibility with diverse measurement implementations and preserving the autonomous mobility decision-making capabilities necessary for subsequent conditional operations.

[0143] Figure 11 is a sequence diagram of a cross-CU cell handover operation with conditional configuration release according to an exemplary embodiment of the present disclosure. Referring to Figure 11, in one embodiment, this sequence diagram illustrates the systematic coordination between UE 120, source gNB 111 (CU1), and target gNB 131 (CU2) during a cross-CU cell handover operation. Such operations require lifecycle management of conditional configuration through evaluation of pause and configuration release agreements.

[0144] The operation sequence begins with a preconditional state, in which UE 120 maintains only a conditional configuration for intra-CU mobility. This means that processor 221 has previously received and stored a set of conditional configuration parameters via transceiver 223, which are specifically designed to support mobility operations within a single CU framework. This precondition establishes a basic constraint that determines subsequent configuration management decisions when a CU hierarchy transition occurs during a cell handover procedure.

[0145] In step S1110, cell handover triggering occurs via a network-directed instruction or an autonomous UE initiation procedure based on conditional evaluation results. For network-directed triggering, the source gNB 111 transmits a cell handover instruction to the UE 120 via a radio communication protocol, instructing the UE 120 to perform a cell handover to a target cell within a different central unit (CU2). This instruction represents an unconditional LTM cell handover indication to initiate a cross-CU mobility procedure based on a network-side decision-making process. Alternatively, for autonomous triggering, the processor 221 continuously monitors the execution conditions of candidate cells specified in the conditional configuration and autonomously triggers a cell handover operation when the predetermined execution criteria of the target gNB 131 are met. When the processor 221 determines through measurement analysis that the signal quality parameters of the target gNB 131 exceed the configuration threshold or meet the execution condition formula, the processor 221 initiates a conditional cell handover procedure without explicit network instructions. The processor 221 receives trigger signals (for network instructions) or generates trigger decisions internally (for condition fulfillment) through the transceiver 223, and identifies any trigger mechanism as a start event. This event will trigger subsequent CU-level architecture conversion evaluation to perform compatibility evaluation of conditional configuration.

[0146] In step S1120, the processor 221 implements an internal action to stop the condition evaluation, executing a protection mechanism to prevent conditional cell switching from being triggered during the ongoing cell switching execution. This internal action encompasses pausing the measurement activities of candidate cells specified in the conditional configuration within the CU and stopping the execution of the condition evaluation process. The evaluation pause operation occurs during cell switching execution, and simultaneously, the system also initiates a preparatory analysis for the post-completion configuration management decision based on the expected CU hierarchical transition characteristics.

[0147] In step S1130, UE 120 performs cell handover by establishing connectivity with a designated target cell across CU boundaries. The processor 221 initiates connectivity establishment while simultaneously receiving and processing response signals from the target gNB 131. The processor 221 manages transmit and receive operations during this cross-CU access procedure, ensuring the successful completion of all cross-CU connectivity establishment procedures.

[0148] In step S1140, UE 120 sends a cell handover completion signal to target gNB 131, formally ending the cross-CU mobility procedure and establishing operational connectivity within the new central cell framework. This completion notification indicates that the cell handover execution has been successfully completed and triggers an evaluation job, which examines whether the completed conditional configuration meets compatibility requirements based on the executed CU hierarchical transition.

[0149] In step S1150, the processor 221 performs an internal action to release conditional configurations, systematically deactivating in-CU conditional configurations that are no longer applicable in cross-CU operating environments. The processor 221 determines that the completed cell handover constitutes a cross-CU transition, and the stored conditional configurations are specifically designed for in-CU mobility operations, which creates an architectural incompatibility, thus necessitating configuration release. This release mechanism involves deleting candidate cell information, execution condition parameters, and measurement configuration data from the memory 222, thereby preventing potential operational conflicts that may occur when attempting to use specific configuration parameters of a CU in different centralized unit operating environments. The systematic release process optimizes memory resource utilization and prepares the UE 120 to receive appropriate conditional configurations compatible with the target CU operating framework, ensuring system stability and operational consistency within the new centralized unit architecture.

[0150] It should be mentioned that, in one embodiment, the processor 221 implements a differentiated evaluation pause timing protocol, which is determined based on the specific triggering mechanism characteristics of the current cell handover operation. This differentiated approach recognizes the fundamental operational differences between network initiation and UE autonomous mobility procedures, and implements optimized pause timing aligned with the inherent characteristics of each mobility management mode.

[0151] For unconditional cell handover operations, the processor 221 implements an immediate evaluation pause upon receiving a cell handover command from the network infrastructure via the transceiver 223. Specifically, when the processor 221 receives an unconditional LTM cell handover command or handover command from the source gNB 111, the processor 221 immediately initiates a pause protocol for cell handover condition evaluation without time delay or additional evaluation procedures. This immediate response framework is intended to confirm that unconditional cell handover operations are a network-oriented mobility decision that requires rapid compliance and implementation by the UE. The processor 221 identifies the network command as a decisive triggering event, which implies the need for immediate activation of protection mechanisms to prevent triggering from conditional cell handover, ensuring that network-oriented mobility procedures proceed without interference from the autonomous UE mobility decision-making process. The immediate pause timing optimizes the system's responsiveness to network commands while preventing potential conflicts between network control and UE autonomous mobility mechanisms.

[0152] For conditional cell handover operations, the processor 221 implements an evaluation pause, and the pause is initiated when the execution condition that triggers the current cell handover is detected to be met. Specifically, when the processor 221 determines through continuous measurement analysis that the execution condition specified in the conditional configuration has been met for a specific candidate cell, the processor 221 initiates the conditional cell handover procedure and simultaneously implements the pause agreement for the ongoing cell handover condition evaluation. Since conditional cell handover originates from the UE's autonomous evaluation process, using "condition satisfaction" to determine the pause timing ensures that the pause is initiated precisely at the moment when the autonomous mobility decision transitions from "evaluation" to "execution". The processor 221 coordinates this sequence to ensure that the pause occurs immediately after the condition satisfaction is detected, preventing additional conditional triggers from interfering with the already initiated autonomous mobility procedure, while maintaining evaluation continuity until a critical decision point is reached.

[0153] The operational impact of these differentiated timing protocols lies in ensuring systematic coordination between the "assessment management" and "cell handover execution" phases in various mobility scenarios. The processor 221 maintains protection for conditional cell handover triggers, regardless of whether the cell handover operation is network-oriented or UE-autonomous, and also optimizes the timing of pauses to adapt to the different operational characteristics and response requirements associated with each mobility management mode. This differentiated approach, through precise timing optimization (to match the inherent characteristics of different mobility triggering mechanisms), preserves system stability and operational efficiency, ensuring robust mobility management across heterogeneous network deployments and diverse UE mobility modes.
