Abstract

A debtor asset valuation management system includes a debtor information query module, a valuation analysis module, and a document production module. The debtor information query module receives a query instruction transmitted from a staff member's device and, based on the instruction, sends a data request to an internal database and an external database to obtain internal debtor information, debtor household registration transcript information, and debtor asset proceeds information. The valuation analysis module evaluates and analyzes the debtor's internal information, debtor household registration transcript information, and debtor asset proceeds information based on multiple preset valuation conditions, calculates the estimated recovery rate, and generates a feasibility assessment report and a document production instruction. The document production module generates the corresponding enforcement document or debt certificate replacement document based on the feasibility assessment report and the document production instruction.

Claims

1. A debtor asset valuation management system, installed within a bank mainframe server, comprising a plurality of hardware modules consisting of a plurality of electrically connected hardware circuits, the hardware modules including: A debtor information query module is communicatively connected to an employee device, a plurality of internal databases, and a plurality of external databases. After receiving a query instruction transmitted by the employee device, it sends a data request to the internal databases to obtain internal information of a debtor, sends a household registration data application request to the corresponding external database to obtain a debtor's household registration transcript information, and sends a debtor's property income application request to the corresponding external database to obtain debtor's property income information. An assessment and analysis module, communicatively connected to the debtor information query module, receives the debtor's internal information, the debtor's household registration transcript information, and the debtor's property income information. Based on multiple preset assessment conditions, the assessment and analysis module assesses and analyzes the debtor's internal information, the debtor's household registration transcript information, and the debtor's property income information to determine the feasibility of recovering a debtor's claim, calculates an estimated recovery rate, and generates a feasibility assessment report and a document production order. A document production module, communicatively connected to the assessment and analysis module, is used to produce a corresponding enforcement document or a reissue of debt certificate based on the feasibility assessment report and the document production order.

2. The debtor asset valuation management system as described in claim 1, wherein when the estimated recovery rate is greater than or equal to a preset threshold, the valuation analysis module filters out a target that meets the criteria for compulsory enforcement and sends a document production instruction containing the target to the document production module. After receiving the instruction, the document production module automatically applies a built-in court compulsory enforcement petition template to produce the compulsory enforcement petition. When the estimated recovery rate is less than the preset threshold, the valuation analysis module determines that there is no enforcement benefit and sends a document production instruction to the document production module. After receiving the instruction, the document production module applies a built-in debt instrument application template to produce the debt instrument replacement petition.

3. The debtor asset valuation management system as described in claim 2, wherein when there is no object that meets the criteria for enforcement, the document production instruction is to produce the document for reissuance of the debt certificate.

4. The debtor asset valuation management system as described in claim 1, wherein when the debtor's property income information indicates no property income, the document production instruction is to produce the reissued debt certificate.

5. The debtor asset valuation management system as described in claim 1, wherein the external databases include websites of local government agencies, household registration agencies, or the Ministry of Finance and State Taxation Administration.

6. As described in claim 5, in the debtor asset appraisal management system, when one of the objects of compulsory enforcement is real estate, after receiving a creditor's subrogation inquiry request transmitted by the appraisal analysis module, the debtor information query module sends a cadastral data application request to the land administration website to obtain a land transcript or a building transcript. After transmitting it to the appraisal analysis module, the document production module produces the compulsory enforcement document and an enforcement schedule based on the feasibility assessment report and the document production instruction.

7. The debtor asset valuation management system as described in claim 1, wherein the preset valuation conditions include: The system includes: an income verification condition to compare whether the income of a primary or secondary debtor exceeds the minimum living standard in the place of household registration; a land use type identification condition to analyze the land use type on the property acquisition data or household registration transcript and distinguish between a land use type with enforceable benefits and a land use type with less enforceable benefits; a shareholding ratio assessment condition to calculate whether the primary or secondary debtor holds a joint ownership stake in a real estate and the proportion of such ownership; and a mortgage assessment condition to compare whether the amount of a mortgage on the real estate exceeds a predetermined debt amount.

8. The debtor asset valuation management system as described in claim 7, wherein in the land use type identification conditions, when the land use type is building land, the valuation analysis module determines it as the land use type with execution benefits; when the land use type is forest land, road or farmland, the valuation analysis module determines it as the land use type with less execution benefits.

9. The debtor asset valuation management system as described in claim 7, wherein when the income review condition determines that it is not higher than the minimum living standard, the land use type identification condition determines that it is a land use with little enforcement benefit, or the mortgage setting valuation condition determines that the mortgage setting amount is higher than the preset debt amount, the document production instruction generated by the valuation analysis module is to produce the reissue debt certificate.
