This reduces the loss of transmitting or measuring SSB signals by relaying nodes, and improves resource utilization. The method for creating a signal configuration for measurement includes: sending, by the first node, a Synchronous Signal Block (SSB) at the first candidate SSB location, where the Synchronous Signal Block (SSB) is used by the second node to find the first node or measure the first node's SSB, and the first candidate SSB location includes the set of candidate SSB locations sent by the first node to perform coverage; The first node receives the optimal SSB configuration information, which includes the SSB identifier or number; and determines, by the first node, the sending of the Synchronous Signal Block (SSB) based on the optimal SSB configuration information.
