Abstract

A video decoder is a device that decodes video to obtain predictive images by using reference images from a list of reference images. Video decoding equipment includes: The information decoder is configured to decode (i) one or more reference image list structures and (ii) a first flag indicating whether the information in the first reference image list in the header has nal_unil_type as an IDR image. One or more image reference list structures and the first flag is included in the sequence parameter set, and the second flag indicates whether the second image reference list information is in the image header or not; the second flag is included in the image parameter set; and the predictive parameter derivation is configured to (i) retrieve the first reference image list information using n_unit_type or the first and second flags in the image header or retrieve the second reference image list information using the second flag in the image header, and (ii) retrieve the reference image list based on one or more reference image list structures. In the event that the first reference image list is not retrieved, the number of entries of one or more reference image list structures is estimated to be 0.
