Abstract

The invention proposes a communication system in which a user device (UE) communicates with a base station over a terrestrial network, the UE obtains threshold identification information related to the early timing value suitable for communication between the UE and the network node over the terrestrial network, obtains the early timing value to communicate with the network node, and determines whether to transmit the early timing report to the network node based on the early timing value and threshold or not.
