The description relates to a technology for determining a driving route of a driving means and provides a device and method for determining the driving route, comprising obtaining location information about a starting point and a plurality of mission points and determining a first distance from the starting point to each mission point on the basis of the location information, determining a mission point having the greatest first distance as the destination, determining a predetermined number of mission points as intermediate stops, in order of the shortest distance between a line connecting the starting point and the destination and each mission point determined on the basis of the location information, and determining a first driving route on the basis of the starting point, the intermediate stops and the destination.and control the operation of a second means of operation based on information about the outcome of the operation received from a first means of operation traveling along the first driving route.
