Abstract A prosthetic heart valve with an outer frame having a supra-annular member, a subannular member, and a transannular member coupling the supra-annular member to the subannular member, the supra-annular member forming an outer loop, an inner loop, a spline at least partially suspending the inner loop from the outer loop, and a drum covering a portion of the supra-annular member between the inner loop and the outer loop, the spline being bowed in a supra-annular direction and a flow control component having a plurality of leaflets, the flow control component disposed in the inner loop and coupled to the supra- annular member.
