Positions of backoff indicator subheader and padding subheader

Abstract

Example embodiments of the present disclosure are directed to positions of backoff indicator and padding subheaders. A first apparatus transmits, to a second apparatus, a contention-based transmission message as part of a random access procedure. The first apparatus receives, from the second apparatus, a response to the contention-based transmission message. If the backoff indicator subheader and the at least one padding subheader are both present in a header of the response to the contention-based transmission message, either the backoff indicator subheader is at a beginning of the header and the at least one padding subheader is immediately after the backoff indicator subheader or after the backoff indicator subheader; or the at least one padding subheader is at the beginning of the header and the backoff indicator subheader is immediately after the at least one padding subheader.
