1 / 76 METHOD AND APPARATUS OF ACCESS TECHNICAL FIELD

[001] This application relates to the field of communication technologies and, in particular, to a method and device for access. BACKGROUND

[002] In a 3rd generation partnership project (3GPP) mobile communication network, the network needs to perform access control on a terminal device, i.e., the network can control whether access to the terminal device is permitted. With the evolution of mobile communication technologies, a plurality of terminal device types are defined. Different types of terminal devices have different capabilities, for example, different indicated radio frequency bandwidths and different supported peak rates.

[003] Therefore, in the mobile communication network, how to implement access control on the terminal device is an urgent problem to be solved. SUMMARY

[004] This request provides a method and an access device for performing access control on a terminal device.

[005] According to a first aspect, this request provides a method of access. The method is implemented by a terminal device or a module or chip in the terminal device. An example in which the method is implemented by the terminal device is used for description in this document. The method includes: receiving the first information, where the first information indicates that access by a terminal device of the first type is blocked or allowed, a baseband processing bandwidth of the terminal device of the first type is less than a maximum transmission bandwidth, a peak data transmission rate of the terminal device of the first type is less than a peak data transmission rate of a terminal device Petition 870250106636, dated 11 / 21 / 2025, p. 8 / 85 2 / 76 of the second type, a baseband processing bandwidth of the second type terminal device is equal to a maximum transmission bandwidth, or the first type terminal device meets a first condition; and access or be barred from accessing a network device based on the first information.

[006] With reference to the first aspect, the first piece of information is whether or not to block access to a network by a terminal device of the first type that supports a peak data rate of a first value. Alternatively, in an example, the first value may be a value less than or equal to 10 Mbps. For example, the first value is 10 Mbps.

[007] In another example, the first value can be a value less than or equal to 6 Mbps. For example, the first value is 6 Mbps.

[008] With reference to the first aspect, the first piece of information is whether or not to block access to the network of the first type of terminal device that supports the peak data rate of the first value. The first value is related to the product of a layer number, a modulation order, and a scaling factor.

[009] The layer number can be specified by a top-layer parameter. For example, the layer number can be a maximum supported number of layers specified by top-layer parameters: maxNumberMIMO-LayersPDSCH (maxNumberMIMO-LayersPDSCH), maxNumberMIMO-LayersCB-PUSCH (maxNumberMIMO-LayersCB-PUSCH), and maxNumberMIMO-LayersNonCBPUSCH (maxNumberMIMO-LayersNonCB-PUSCH). MIMO stands for multiple-input multiple-output, and PUSCH stands for a physical uplink shared channel.

[010] The modulation order can be specified by a top-layer parameter. For example, the modulation order can be a maximum supported modulation order specified by top-layer parameters: supportedModulationOrderDL Petition 870250106636, dated 11 / 21 / 2025, page 9 / 85 3 / 76 (supportedModulationOrderDL) and supportedModulationOrderUL (supportedModulationOrderUL). UL indicates an uplink and DL indicates a downlink.

[011] The scaling factor can be specified by a top-layer parameter. For example, the scaling factor can be a scaling factor specified by top-layer parameters: scalingFactor (scalingFactor) and scalingFactor1024QAM-FR1 (scalingFactor-1024QAM-FR1). QAM stands for quadrature amplitude modulation, and FR1 stands for frequency range 1 (frequency range 1, FR1).

[012] In one example, a minimum value of a product of the layer number, modulation order, and scaling factor is no greater than 3.2, and the first value is 10 Mbps. For example, the minimum value of the product of the layer number, modulation order, and scaling factor is 3 or 3.2, and the first value is 10 Mbps.

[013] In another example, a minimum value of a product of the layer number, modulation order, and scaling factor is no greater than 1.92, and the first value is 6 Mbps. For example, the minimum value of the product of the layer number, modulation order, and scaling factor is 1 or 1.92, and the first value is 6 Mbps.

[014] With reference to the first aspect, the first piece of information is whether or not to block access to the network of a first-type terminal device that meets the condition that the product of the number of layers, the modulation order and the scaling factor is greater than or equal to a second value.

[015] In one possible implementation, a value of the second value is less than 4.

[016] In one example, the value of the second value is no greater than 3.2, and the corresponding peak data rate is 10 Mbps. For example, the value of the second value is 3 or 3.2.

[017] In another example, the value of the second value is no greater than 1.92, and the corresponding peak data rate is 6 Mbps. Petition 870250106636, dated 11 / 21 / 2025, page 10 / 85 4 / 76 For example, the value of the second value is 1 or 1.92.

[018] In another possible implementation, the second value may be a smaller value in a plurality of second values supported by a plurality of first-type terminal devices. For example, a first-type terminal device supports a maximum baseband processing bandwidth of 20 MHz, a corresponding second value is K1, and K1 may be 1 or another value less than 3. A second-type terminal device supports a maximum baseband processing bandwidth of 5 MHz, a corresponding second value is K2, and K2 may be 3.2 or another value greater than or equal to 3 and less than 4. In this case, the second value may be a smaller value in both K1 and K2.

[019] The plurality of first-type terminal devices can alternatively be understood as a plurality of first-type terminal devices that belong to the same type and have different capabilities.

[020] In a possible design, the first condition may include at least one of the following: A radio frequency bandwidth of the first type terminal device exceeds the baseband processing bandwidth; or the maximum transmission bandwidth supported by the first type terminal device exceeds the baseband processing bandwidth; or a maximum scaling bandwidth supported by the first type terminal device exceeds the baseband processing bandwidth; or the maximum bandwidth supported by the first type terminal device is greater than 5 MHz, for example, is 20 MHz; or a maximum bandwidth that is supported by the first type terminal device and that can be used for single-slot or single-frequency hopping transmission is 5 MHz; or a maximum bandwidth that is supported by the first type terminal device and that can be processed in a single Petition 870250106636, dated 11 / 21 / 2025, page 11 / 85 Slot 5 / 76 is 5 MHz.

[021] Alternatively, the baseband processing bandwidth of the first type terminal device may be replaced by the maximum baseband processing bandwidth, the maximum baseband processing bandwidth, a maximum baseband bandwidth, the maximum baseband bandwidth, a maximum bandwidth, a baseband bandwidth, a maximum bandwidth that is of a terminal device and that can be used for transmission in a single slot or a single frequency hop, or a maximum bandwidth that can be processed in a single slot of the terminal device.

[022] The scaling bandwidth may alternatively be replaced by a scaled transmission bandwidth, a scaled downlink channel transmission bandwidth or a scaled uplink channel transmission bandwidth.

[023] In one possible implementation, the maximum bandwidth of 5 MHz can be replaced by the following: When the subcarrier spacing is 15 kHz, the maximum bandwidth is 25 RBs; or when the subcarrier spacing is 30 kHz, the maximum bandwidth is 12 RBs.

[024] In one possible implementation, the maximum bandwidth supported by the first-type terminal device and which can be used for single-slot or single-frequency-hopping transmission is 5 MHz, including: When the first-type terminal device transmits the shared physical uplink channel PUSCH, the maximum bandwidth supported by the first-type terminal device and which can be used for single-slot or single-frequency-hopping transmission is 5 MHz.

[025] In one possible implementation, the maximum bandwidth supported by the terminal device of the first type and Petition 870250106636, dated 11 / 21 / 2025, p. 12 / 85 6 / 76 that can be processed in the single slot is 5 MHz, including: When the first-type terminal device sends the shared physical uplink channel (PDSCH), the maximum bandwidth supported by the first-type terminal device and that can be processed in the single slot is 5 MHz.

[028] In a possible project, the method also includes: receiving a second piece of information. The second piece of information indicates whether access by the second type of terminal device to the network device is blocked or allowed, and the second type of terminal device meets a second condition. Accessing or being blocked from accessing the network device based on the first piece of information may include: accessing or being blocked from accessing the network device based on both the first and second pieces of information.

[029] In a possible design, the second condition may include at least one of the following: The maximum bandwidth supported by the second-type terminal device in FR1 is 20 MHz, and the maximum bandwidth supported in frequency range 2 (FR2) is 100 MHz; the maximum number of data radio bearers (DRBs) that must be supported by the second-type terminal device is 8; a packet data convergence protocol sequence number size (PDCP SN SIZE) that must be supported by the second-type terminal device is 12, and the PDCP size Petition 870250106636, dated 11 / 21 / 2025, page 13 / 85 7 / 76 The optional supported SN is 18; a radio link control amplitude modulation sequence number size (RLC AM SN SIZE) that is mandatory for the second-type terminal device to support is 12, and the optional supported RLC AM SN size is 18; when operating in FR1, a second-type terminal device supporting one receiving antenna supports one downlink multiple-input multiple-output (MIMO) layer, and a second-type terminal device supporting two receiving antennas supports two downlink MIMO layers; When operating in FR2, the second-type terminal device always supports two receiving antennas and one or two downlink MIMO layers; and the second-type terminal device does not support features or capabilities associated with carrier aggregation (CA), multi-rate dual connectivity (MR-DC), dual active protocol stack (DAPS), conditional PSCell addition / change (CPAC), and integrated access and backhaul (IAB).

The terminal device determines, based on the first IntraFreqReselection field included in system information block 1, whether it wishes to access or be blocked from accessing an existing network.

[032] In a possible project, the second piece of information is carried in at least one of the following: a first field, a second field, and a third field. According to this design, only the first information is added for the supported communication features and channels of type-1 terminal devices, so that different methods for type-1 terminal devices to access or be barred from accessing the network device are implemented, thus reducing information overhead.

[045] With reference to the first aspect, the first piece of information is whether or not to block access to a network by a first-type terminal device that supports a peak data rate of a first value.

[046] Alternatively, in one example, the first value could be a value less than or equal to 10 Mbps. For example, the first value is 10 Mbps.

[047] In another example, the first value can be a value less than or equal to 6 Mbps. For example, the first value is 6 Mbps.

[048] With reference to the first aspect, the first piece of information is whether or not to block access to the network of the first type of terminal device that supports the peak data rate of the first value. The first value is related to the product of a layer number, a modulation order and a scaling factor.

[049] The number of layers can be specified by a top-level layer parameter. For example, the number of layers can be a maximum number of supported layers specified by top-level layer parameters: maxNumberMIMO-LayersPDSCH, maxNumberMIMO-LayersCB-PUSCH, and maxNumberMIMO-LayersNonCB-PUSCH.

[050] The modulation order can be specified by a top-layer parameter. For example, the modulation order can be a maximum supported modulation order specified by top-layer parameters: supportedModulationOrderDL and supportedModulationOrderUL supportedModulationOrderUL.

[051] The scaling factor can be specified by a top-layer parameter. For example, the scaling factor can be a scaling factor specified by top-layer parameters: scalingFactor and scalingFactor-1024QAM-FR1.

[052] In one example, a minimum value of a product of the layer number, modulation order and scaling factor is no greater Petition 870250106636, dated 11 / 21 / 2025, page 20 / 85 14 / 76 which is 3.2, and the first value is 10 Mbps. For example, the minimum value of the product of the layer number, the modulation order, and the scaling factor is 3 or 3.2, and the first value is 10 Mbps.

[053] In another example, a minimum value of a product of the layer number, modulation order, and scaling factor is no greater than 1.92, and the first value is 6 Mbps. For example, the minimum value of the product of the layer number, modulation order, and scaling factor is 1 or 1.92, and the first value is 6 Mbps.

[054] With reference to the first aspect, the first piece of information is whether or not to block access to the network of a first-type terminal device that meets the condition that the product of the number of layers, the modulation order and the scaling factor is greater than or equal to a second value.

[055] In one possible implementation, a value of the second value is less than 4.

[056] In one example, the value of the second value is no greater than 3.2, and the corresponding peak data rate is 10 Mbps. For example, the value of the second value is 3 or 3.2.

[057] In another example, the value of the second value is no greater than 1.92, and the corresponding peak data rate is 6 Mbps. For example, the value of the second value is 1 or 1.92.

[058] In another possible implementation, the second value may be a smaller value in a plurality of second values supported by a plurality of first-type terminal devices. Petition 870250106636, dated 11 / 21 / 2025, page 21 / 85 15 / 76

[096] To facilitate understanding of the modalities of this request, a communication system shown in FIG. 1 is used first as an example to describe in detail a communication system applicable to modalities of this request. FIG. 1 is a diagram of a communication system applicable to a method of Petition 870250106636, dated 11 / 21 / 2025, p. 30 / 85 24 / 76 communication according to one embodiment of this application. [099] The terminal device in embodiments of this application may be a wireless terminal device that can receive scheduling and indication information from the network device. The terminal device may also be called user equipment (UE), mobile station (MS), mobile terminal (MT), or similar. Examples of some terminal devices are a mobile phone, a tablet, a notebook, a palmtop, a mobile internet device (MID), a wearable device, a virtual reality device (VR), an augmented reality device (AR), a Petition 870250106636, dated 11 / 21 / 2025, page 32 / 85 26 / 76 wireless terminal in industrial control, a wireless terminal in the vehicle internet, a wireless terminal in self-driving, a wireless terminal in remote medical surgery, a wireless terminal in a smart grid, a wireless terminal in transportation safety, a wireless terminal in a smart city, a wireless terminal in a smart home, a device-to-device (D2D) communication terminal device, a vehicle-to-everything (V2X) communication terminal device, a smart vehicle, a telematics box (or referred to as a vehicle-mounted sending unit) (telematics box, T-box), a machine-to-machine / machine-type communications (M2M / MTC) communication terminal device, an internet of things terminal device.IoT) and similar technologies.

[100] In embodiments of this application, an apparatus configured to implement a function of the terminal device may be the terminal device, or it may be an apparatus that can support the terminal device to implement the function, for example, a chip system, where the apparatus can be mounted on the terminal device. In the technical solutions provided in the embodiments of this application, the technical solutions provided in the embodiments of this application are described using an example in which the apparatus configured to implement the function of the terminal device is the terminal device.

[101] In embodiments of this application, there may be a plurality of terminal device types. For example, terminal device types may include a legacy terminal device, a reduced capability (RedCap) terminal device, an enhanced RedCap (eRedCap) terminal device, and the like. The device Petition 870250106636, dated 11 / 21 / 2025, page 33 / 85 27 / 76 legacy terminal can be an NR terminal device version 15 (Rel-15) or an NR terminal device Rel-16. This is not limited to what is covered in this document.

[102] In this application, the RedCap terminal device may also be referred to as a first-type terminal device, and the eRedCap terminal device may also be referred to as a second-type terminal device.

[103] Compared to a legacy terminal device, the second type terminal device is a type of terminal device with low transmission capacity or low cost. The second type of terminal device may be an NR RedCap terminal device. For example, the NR RedCap terminal device may be an NR Rel-17 terminal device or it may be an NR Rel-18 terminal device. This is not limited to the scope of this document.

[104] In this application, the second type of terminal device may meet a second condition, and the second condition may include at least one of the following: 1. When the second-type terminal device performs data transmission with the network device, the second-type terminal device can simultaneously use different frequency resources, such as 20 MHz, 10 MHz, or 5 MHz on a single carrier at most. 2. One antenna configuration supported by the second type terminal device may be 2T1R, or one antenna configuration supported by the second type terminal device may be 2T2R. 3. The second type of terminal device only supports half-duplex frequency division duplexing (HD FDD). 4. The peak data transmission rate of the second-type terminal device is lower than the peak data transmission rate of a legacy terminal device. The peak rate Petition 870250106636, dated 11 / 21 / 2025, p. 34 / 85 28 / 76 data transmission can correspond to uplink data transmission or downlink data transmission. The peak data transmission rate of the second type terminal device is greater than or equal to 80 Mbps. 5. The baseband processing bandwidth of the second type terminal device is equal to the maximum transmission bandwidth. 6. The maximum bandwidth supported by the second type terminal device in frequency band 1 (FR1) is 20 MHz, and the maximum bandwidth supported by the second type terminal device in frequency band 2 (FR2) is 100 MHz. 7. The maximum number of DRBs that must be supported by the second-type terminal device is 8. 8. The PDCP SN size that is mandatory for the second type terminal device to support is 12, and the PDCP SN size that is optional for the second type terminal device to support is 18. 9. The size of an RLC AM SN that is mandatory for the second type terminal device to support is 12, and the size of an RLC AM SN that is optional for the second type terminal device to support is 18. 10. When operating in the FR1 frequency band, a second-type terminal device supporting one receiving antenna supports one downlink MIMO layer, and a second-type terminal device supporting two receiving antennas supports two downlink MIMO layers. 11. When operating in the FR2 frequency band, a second-type terminal device always supports two receiving antennas and one or two downlink MIMO layers, and the second-type terminal device does not support features or capabilities associated with CA, MR-DC, DAPS, CPAC, and IAB.

[105] The above is just one example. The device Petition 870250106636, dated 11 / 21 / 2025, page 35 / 85 29 / 76 second-type terminal may have other features, and examples are not listed here.

[106] In embodiments of this application, second-type terminal devices may be classified into a second-type terminal device that supports one antenna, a second-type terminal device that supports two antennas, and a second-type terminal device that supports half-duplex frequency division multiplexing.

[107] In this application, the terminal device of the first type may meet a first condition, and the first condition may include at least one of the following: 1. The radio frequency bandwidth of the first-type terminal device exceeds the maximum baseband processing bandwidth. 2. The maximum transmission bandwidth supported by the first-type terminal device exceeds the maximum baseband processing bandwidth. 3. The maximum scaling bandwidth supported by the first-type terminal device exceeds the maximum baseband processing bandwidth. 4. The first type terminal device supports a peak data rate of a first value, where the value of the first value can be 10 Mbps or 6 Mbps, and the first condition may further include that the first type terminal device operates in FR1.

[108] The terminal device of the first type may have a first capability or a second capability. The first capability and the second capability may be defined in different ways.

[109] In a first definition, for a terminal device of the first kind having the first capability, in one possible implementation, a peak data transmission rate of the terminal device of the first kind is the first value, or Petition 870250106636, dated 11 / 21 / 2025, page 36 / 85 30 / 76 is a product of a layer number, a modulation order, and a scaling factor that is greater than or equal to a third value. For example, when the first type terminal device can have the first capability, the peak data transmission rate of the first type terminal device is 10 Mbps, or the product of the layer number, the modulation order, and the scaling factor is greater than or equal to 1.

[110] Optionally, the first value is related to the product of the layer number, modulation order and scale factor.

[111] Optionally, the third value is a number greater than 0 and less than 3.

[112] For a first-type terminal device possessing the second capability, in one possible implementation, a baseband processing bandwidth of the first-type terminal device is less than a maximum transmission bandwidth. Alternatively, the baseband processing bandwidth of the first-type terminal device is less than or equal to a preset value, a radio frequency bandwidth, or a maximum scaling bandwidth. The preset value may be greater than or equal to 5 MHz. For example, the preset value is 5 MHz or an RB number corresponding to a different subcarrier. The RB numbers corresponding to different subcarriers include an RB number of 25 corresponding to a subcarrier spacing of 15 kHz; and an RB number of 12 corresponding to a subcarrier spacing of 30 kHz.For example, when the first-type terminal device can have the second capability, the maximum transmission bandwidth of the first-type terminal device is 20 MHz, and the baseband processing bandwidth in which an uplink data channel (PDSCH) and a downlink data channel (PUSCH) are sent or processed supports 5 MHz. Petition 870250106636, dated 11 / 21 / 2025, page 37 / 85 31 / 76

[113] In a second way of defining it, for a terminal device of the first type possessing the first capability, a baseband processing bandwidth of the terminal device of the first type is less than or equal to a maximum transmission bandwidth. Alternatively, the baseband processing bandwidth of the terminal device of the first type is less than or equal to a preset value, a radio frequency bandwidth, or a maximum scaling bandwidth. The preset value may be greater than or equal to 5 MHz. For example, the preset value is 20 MHz or an RB number corresponding to a different subcarrier. The RB numbers corresponding to different subcarriers include an RB number of 106 corresponding to a subcarrier spacing of 15 kHz; and an RB number of 51 corresponding to a subcarrier spacing of 30 kHz.

[114] A peak data transmission rate of the first type terminal device is the first value, or a product of a layer number, a modulation order, and a scaling factor greater than or equal to a third value. For example, when the first type terminal device can have the first capability, both the maximum transmission bandwidth and the baseband processing bandwidth of the first type terminal device are 20 MHz; and the peak data transmission rate of the first type terminal device is 10 Mbps, or the product of the layer number, the modulation order, and the scaling factor is greater than or equal to 1.

[115] Optionally, the first value is related to the product of the layer number, the modulation order and the scale factor.

[116] Optionally, the third value is a number greater than 0 and less than 3.

[117] In embodiments of this application, baseband processing bandwidth may also be referred to as bandwidth Petition 870250106636, dated 11 / 21 / 2025, page 38 / 85 32 / 76 maximum baseband processing bandwidth, maximum baseband processing bandwidth, maximum baseband bandwidth, maximum baseband bandwidth, maximum bandwidth, baseband bandwidth, maximum baseband processing capacity, maximum baseband processing capacity, maximum baseband capacity, maximum baseband capacity, maximum capacity, baseband capacity, or similar. This is not limited in this document.

[118] The maximum transmission bandwidth may also be called maximum transmission bandwidth, radio frequency bandwidth, maximum scaling bandwidth or similar. This is not limited to this document.

[119] For a first-type terminal device possessing the second capability, in one possible implementation, a baseband processing bandwidth of the first-type terminal device is less than a maximum transmission bandwidth, and a peak data transmission rate of the first-type terminal device is less than the peak data transmission rate of the second-type terminal device. The RB numbers corresponding to different subcarriers include an RB number of 106 corresponding to a subcarrier spacing of 15 kHz; and an RB number of 51 corresponding to a subcarrier spacing of 30 kHz. For example, when the first-type terminal device can have the second capability, the maximum transmission bandwidth of the first-type terminal device is 20 MHz. Petition 870250106636, dated 11 / 21 / 2025, page 39 / 85 33 / 76 and the baseband processing bandwidth in which an uplink data channel (PDSCH) and a downlink data channel (PUSCH) are sent or processed supports 5 MHz. Furthermore, the peak data transmission rate of the first type terminal device is limited to 10 Mbps, or a product of a layer number, a modulation order, and a scaling factor greater than or equal to 1 or 3.2.

[120] In another possible implementation, the baseband processing bandwidth of the first-type terminal device possessing the second capability may be any one of 5 MHz, 20 MHz, 40 MHz, 80 MHz, 10 MHz or similar, and the baseband processing bandwidth may further support X MHz, where X>20. For example, X may be 40, 80, 100 or something similar. The peak data transmission rate of the first-type terminal device is lower than the peak data transmission rate of the second-type terminal device.

[121] In embodiments of this application, first-type terminal devices may be further classified into a first-type terminal device supporting one antenna, a first-type terminal device supporting two antennas, and a first-type terminal device supporting half-duplex frequency division multiplexing.

[122] The above is just one example. The first type of terminal device may have other features, and the examples are not described here one by one.

[123] It can be learned from the previous descriptions that there is a plurality of types of terminal devices in a mobile communication network. Therefore, this application provides a method and a device for performing access control on different types of terminal devices.

[124] A network architecture and a service scenario described in the modalities of this request aim to describe the technical solutions in the modalities of this request. Petition 870250106636, dated 11 / 21 / 2025, p. 40 / 85 34 / 76 in a clearer form and do not constitute a limitation on the technical solutions according to the modalities of this application. A person with common technical knowledge can understand that, with the evolution of a network architecture and the emergence of a new service scenario, the technical solutions according to the modalities of this application are also applicable to similar technical problems.

[125] In examples of this application, an NR network scenario in a wireless communication network is used as an example to describe some scenarios. It should be noted that the solutions in embodiments of this application may be applied to another wireless communication network, and a corresponding name may also be substituted for a corresponding function name in the other wireless communication network.

[126] FIG. 2 is a schematic flowchart of an access method according to an embodiment of this application. When the method procedure is applied to the system shown in FIG. 1, the network device or the module or chip in the network device in FIG. 1 can perform the method performed by the network device in the following procedure, and the terminal device or the module or chip in the terminal device in FIG. 1 can perform the method performed by the terminal device in the following procedure. It can be understood that a specific structure of a method execution body provided in embodiments of this application is not particularly limited in the following embodiments, provided that a program that records the method code provided in embodiments of this application can be run to perform the access according to the method provided in embodiments of this application. For example, the execution body can be a terminal device or a functional module that can invoke and execute a program on the terminal device, or it can be a network device or a functional module that can invoke and execute a program on the network device. The following uses only the terminal device or the network device as an example for description. Petition 870250106636, dated 11 / 21 / 2025, page 41 / 85 35 / 76

[127] S201: The network device sends at least one of the first and second pieces of information to the terminal device.

[128] In this embodiment of this application, when the terminal device is a terminal device of the first type, the terminal device meets a first condition; or when the terminal device is a terminal device of the second type, the terminal device meets a second condition. The first condition and the second condition are described above. The details are not described below.

[129] Correspondingly, the terminal device receives at least one of the first pieces of information and one of the second pieces of information.

[130] The first piece of information and the second piece of information can be carried in the same message or in different messages. For example, the network device can add the first piece of information and the second piece of information to the system information block (SIB) 1.

[131] In one possible implementation, the first piece of information indicates whether access from the first type of terminal device is blocked or allowed. The second piece of information indicates whether access from the second type of terminal device is blocked or allowed.

[132] Here, the first type terminal device access is blocked or allowed may be replaced by descriptions similar to whether the first type terminal device access to the network device is blocked or allowed, whether the first type terminal device access to a network device cell is blocked or allowed, whether the first type terminal device access is allowed or whether the first type terminal device access is blocked. Details are not described again in this document.

[133] S202: The terminal device accesses or is barred from accessing the network device based on at least one of the first and second pieces of information. Petition 870250106636, dated 11 / 21 / 2025, page 42 / 85 36 / 76

[134] In this request, that terminal device access to the network device is blocked may mean that the terminal device does not access or cannot access the network device because the network device blocks terminal device access.

[135] There may be a plurality of implementations of how the terminal device specifically accesses or is specifically barred from accessing the network device. We describe the implementations in detail below.

[136] In a first possible implementation, the terminal device accesses or is barred from accessing the network device based on the first piece of information.

[137] In this implementation, the terminal device can determine, based only on the first piece of information, whether the terminal device can access or is barred from accessing the network device. The way in which the first piece of information specifically indicates whether the terminal device's access is barred or allowed, that is, how the terminal device determines, based on the first piece of information, whether to access or be barred from accessing the network device, may include one or more of the following possible implementations.

[138] Implementation 1: The first piece of information can directly indicate whether access from the first type of terminal device to the network device is blocked or allowed, and the terminal device can access or be blocked directly from the network device based on the first piece of information.

[139] In Implementation 1, the first information can be carried in a first indicator field. For example, the first indicator field can be located in system information block 1. The first indicator field can be called cellBarredRedCap field (cellBarredRedCap), or it can be called cellBarredRedCapPR1 field (cellBarredRedCapPR1), or it can be called cellBarredRedCapBW3 / PR3 field Petition 870250106636, dated 11 / 21 / 2025, page 43 / 85 37 / 76 (cellBarredRedCapBW3 / PR3), or similar. A specific name for the first indication field is not limited in this application.

[140] In Implementation 1, in one implementation, the first piece of information can indicate, based on different values, whether access to the network device is blocked or allowed.

[141] For example, the first piece of information can be barred or not barred. When the first piece of information is barred, this indicates that access from the first type terminal device to the network device is barred. When the first piece of information is not barred, this indicates that access from the first type terminal device to the network device is allowed.

[142] Correspondingly, if the terminal device is the first type terminal device, and the first information indicates that access from the first type terminal device to the network device is blocked, for example, the first information is blocked, the terminal device may be blocked from accessing the network device. If the first information indicates that access from the first type terminal device is allowed, for example, if the first information is not blocked, the terminal device may access the network device.

[143] Implementation 1, in another implementation, if the first information is present in SIB1, for example, if the first information is true, this may indicate that access from the first type terminal device to the network device is allowed.

[144] If there is no first information in SIB1, this may indicate that access from the first type terminal device to the network device is blocked.

[145] If the first information is carried in the first indication field, if the first information is present in SIB1 it can also be understood as if the first indication field is present in SIB1. Petition 870250106636, dated 11 / 21 / 2025, p. 44 / 85 38 / 76

[146] For example, the absence of the first information in SIB1 may indicate that access from the first type terminal device to the network device is blocked. The presence of the first information in SIB1 may indicate that access from the first type terminal device to the network device is allowed.

[147] Correspondingly, if the terminal device is the first type terminal device and the first information is present in the SIB1 received by the terminal device, the terminal device may access the network device; or if no first information is present in the SIB1 received by the terminal device, the terminal device may be barred from accessing the network device.

[148] In Implementation 1, when the terminal device is the first type terminal device, the terminal device may have a first capability or a second capability. This is not limited in this application.

[149] According to the previous method, the first-type terminal device accesses or is barred from accessing the network device based only on the first information, so that the first-type terminal device can access or be barred from accessing the network device in a convenient and efficient manner.

[150] Implementation 2: The first information includes first sub-information and / or second sub-information, and the terminal device can access or be barred from accessing the network device based on the first sub-information and / or second sub-information.

[151] The first sub-information indicates whether access by a first-type terminal device with a first capability to the network device is blocked or permitted, and the first and second sub-information indicate whether access by a first-type terminal device with a second capability to the network device is blocked or permitted. The first capability here is a first capability defined as Petition 870250106636, dated 11 / 21 / 2025, page 45 / 85 39 / 76 is a first-definition method, and the second capability here is a second capability defined in the first-definition method.

[152] In Implementation 2, the first sub-information can be carried in a second indicator field, and the second indicator field can be located in system information block 1. The second indicator field can be called cellBarredRedCapPR1 (cellBarredRedCapPR1) or similar. A specific name for the second indicator field is not limited in this application.

[153] The second sub-information may be carried in a third indicator field, and the third indicator field may be located in system information block 1. The third indicator field may be called cellBarredRedCapBW3 / PR3 (cellBarredRedCapBW3 / PR3) or similar. A specific name for the third indicator field is not limited in this application.

[154] In Implementation 2, in one implementation, the first sub-information can indicate, based on different values, whether access by the first type terminal device possessing the first capability to the network device is blocked or allowed, and the first sub-information and the second sub-information can indicate, based on different values, whether access by the first type terminal device possessing the second capability to the network device is blocked or allowed.

[155] For example, the first sub-information can be blocked or unblocked. When the first sub-information is blocked, this indicates that access from the first-type terminal device possessing the first capability to the network device is blocked. When the first sub-information is unblocked, this indicates that access from the first-type terminal device possessing the first capability to the network device is allowed.

[156] The second sub-information may or may not be blocked. When Petition 870250106636, dated 11 / 21 / 2025, page 46 / 85 40 / 76 If either the first or second sub-information is blocked, this indicates that access from the first-type terminal device possessing the second capability to the network device is blocked. When neither the first nor the second sub-information is blocked, this indicates that access from the first-type terminal device possessing the second capability to the network device is allowed.

[157] Correspondingly, if the terminal device is the terminal device of the first type possessing the first capability, and the first sub-information indicates that access by the terminal device of the first type possessing the first capability to the network device is barred, for example, the first sub-information is barred, the terminal device may be barred from accessing the network device. The first sub-information indicates that access by the terminal device of the first type possessing the first capability to the network device is allowed, for example, the first sub-information is not barred and the terminal device may access the network device.

[158] If the terminal device is the first type terminal device possessing the second capability, and the first sub-information indicates that access by the first type terminal device possessing the second capability to the network device is blocked, for example, if the first sub-information is blocked, the terminal device may be blocked from accessing the network device. In this implementation, regardless of whether the second sub-information indicates that access by the first type terminal device is blocked or allowed, the first type terminal device is blocked from accessing the network device.

[159] If the terminal device is a terminal device of the first type possessing the second capability, and the first sub-information and the second sub-information indicate that the access of the terminal device of the first type possessing the Petition 870250106636, dated 11 / 21 / 2025, page 47 / 85 41 / 76 Second capability to the network device is allowed, for example, the first sub-information is not blocked, and the second sub-information is not blocked, the terminal device can access the network device.

[160] In Implementation 2, in another implementation, that access by the first type terminal device possessing the first capability to the network device is blocked or allowed can be indicated alternatively based on the presence of the first subinformation in SIB1, and that access by the first type terminal device possessing the second capability to the network device is blocked or allowed is indicated based on the presence of the first subinformation and the second subinformation in SIB1.

[161] If the first sub-information is carried in the second indication field, the presence of the first sub-information in SIB1 can also be understood as the presence of the second indication field in SIB1. If the second sub-information is carried in the third indication field, the presence of the second sub-information in SIB1 can also be understood as the presence of the third indication field in SIB1.

[162] For example, the absence of the first sub-information in SIB1 may indicate that access by the first type terminal device possessing the first capability to the network device is blocked. The presence of the first sub-information in SIB1 may indicate that access by the first type terminal device possessing the first capability to the network device is allowed.

[163] Correspondingly, if the terminal device is the first type terminal device possessing the first capability, and the first sub-information is present in the SIB1 received by the terminal device, the terminal device may access the network device; or if no first sub-information is present in the SIB1 received by the device Petition 870250106636, dated 11 / 21 / 2025, page 48 / 85 42 / 76 terminal, the terminal device may be blocked from accessing the network device.

[164] For example, the absence of the first sub-information in SIB1 may indicate that access by the first-type terminal device possessing the second capability to the network device is blocked, regardless of whether the second sub-information is present in SIB1.

[165] Correspondingly, if the terminal device is the first type terminal device possessing the second capability, and no first sub-information is present in the SIB1 received by the terminal device, the terminal device may be barred from accessing the network device, regardless of whether the second sub-information is present in the SIB1.

[166] For example, the presence of the first sub-information and the second sub-information in SIB1 may indicate that access by the first type terminal device possessing the second capability to the network device is permitted.

[167] Correspondingly, if the terminal device is the first type terminal device possessing the second capability, and the first sub-information and the second sub-information are present in the SIB1 received by the terminal device, the terminal device will be able to access the network device.

[168] According to the previous method, different methods for accessing or blocking access to the network device are designed for first-type terminal devices with different capabilities, so that the diversity of determination, by first-type terminal devices, of accessing the network device can be effectively improved.

[169] Implementation 3: The first piece of information includes the third sub-information and / or the fourth sub-information, and the terminal device can access or be barred from accessing the Petition 870250106636, dated 11 / 21 / 2025, page 49 / 85 43 / 76 network device based on the third sub-information and / or the fourth sub-information.

[170] The third sub-information indicates whether access by a first-type terminal device with a first capability to the network device is blocked or allowed, and the fourth sub-information indicates whether access by a first-type terminal device with a second capability to the network device is blocked or allowed. The first capability here is a first capability defined in a second way of definition, and the second capability here is a second capability defined in a second way of definition.

[171] In Implementation 3, the third sub-information can be carried in a fourth indicator field, and the fourth indicator field can be located in system information block 1. The fourth indicator field can be called cellBarredRedCapPR1 (cellBarredRedCapPR1) or similar. A specific name for the fourth indicator field is not limited in this application.

[172] The fourth sub-information may be carried in a fifth indicator field, and the fifth indicator field may be located in system information block 1. The fifth indicator field may be called cellBarredRedCapBW3 / PR3 (cellBarredRedCapBW3 / PR3) or similar. A specific name for the fifth indicator field is not limited in this application.

[173] In Implementation 3, in one implementation, the third sub-information may indicate that access from the first type terminal device possessing the first capability to the network device is blocked or allowed based on different values, and the fourth sub-information may indicate that access from the first type terminal device possessing the second capability to the network device is blocked or allowed based on different values.

[174] For example, the third sub-information can be blocked Petition 870250106636, dated 11 / 21 / 2025, page 50 / 85 44 / 76 or not. When the third sub-information is blocked, this indicates that access from the first-type terminal device possessing the first capability to the network device is blocked. When the third sub-information is not blocked, this indicates that access from the first-type terminal device possessing the first capability to the network device is allowed.

[175] Correspondingly, if the terminal device is the first type terminal device possessing the first capability, and the third sub-information indicates that access by the first type terminal device possessing the first capability to the network device is blocked, for example, if the third sub-information is blocked, the terminal device may be blocked from accessing the network device. The third sub-information indicates that access by the first type terminal device possessing the first capability to the network device is allowed, for example, the third sub-information is not blocked and the terminal device may access the network device.

[176] For example, the fourth sub-information may be blocked or not. When the fourth sub-information is blocked, this indicates that access by the first-type terminal device possessing the second capability to the network device is blocked. When the fourth sub-information is not blocked, this indicates that access by the first-type terminal device possessing the second capability to the network device is allowed.

[177] Correspondingly, if the terminal device is a terminal device of the first type possessing the second capability, and the fourth sub-information indicates that access by the terminal device of the first type possessing the second capability is blocked, for example, the fourth sub-information is blocked, the terminal device may be blocked from accessing the network device. The fourth sub-information indicates that access by the terminal device of the first type possessing the second capability is blocked. Petition 870250106636, dated 11 / 21 / 2025, page 51 / 85 45 / 76 capacity is allowed, for example, the fourth sub-information is not blocked and the terminal device can access the network device.

[178] In Implementation 3, in another implementation, that access by the first type terminal device possessing the first capability to the network device is blocked or allowed can be indicated based on the presence of the third subinformation in SIB1, and that access by the first type terminal device possessing the second capability to the network device is blocked or allowed is indicated based on the presence of the fourth subinformation in SIB1.

[179] If the third sub-information is carried in the fourth indication field, the presence of the third sub-information in SIB1 can also be understood as the presence of the fourth indication field in SIB1. If the fourth sub-information is carried in the fifth indication field, the presence of the fourth sub-information in SIB1 can also be understood as the presence of the fifth indication field in SIB1.

[180] For example, the absence of the third sub-information in SIB1 may indicate that access by the first type terminal device possessing the first capability to the network device is blocked. The presence of the third sub-information in SIB1 may indicate that access by the first type terminal device possessing the first capability to the network device is allowed.

[181] Correspondingly, if the terminal device is the first type terminal device possessing the first capability, and the third sub-information is present in the SIB1 received by the terminal device, the terminal device may access the network device; or if no third sub-information is present in the SIB1 received by the terminal device, the terminal device may be barred from accessing the network device. Petition 870250106636, dated 11 / 21 / 2025, page 52 / 85 46 / 76

[182] For example, the absence of the fourth sub-information in SIB1 may indicate that access by the first-type terminal device possessing the second capability to the network device is blocked. The presence of the fourth sub-information in SIB1 may indicate that access by the first-type terminal device possessing the second capability to the network device is allowed.

[183] Correspondingly, if the terminal device is the first type terminal device possessing the second capability, and the fourth sub-information is present in the SIB1 received by the terminal device, the terminal device may access the network device; or if no fourth sub-information is present in the SIB1 received by the terminal device, the terminal device may be barred from accessing the network device.

[184] According to the previous method, different methods for terminal devices of the first type to access or be barred from accessing the network device are designed for the capabilities of terminal devices of the first type, so that the diversity of determination, by terminal devices of the first type, of whether or not to access the network device can be effectively improved.

[185] In a second possible implementation, the terminal device can access or be barred from accessing the network device based on the first piece of information and the second piece of information.

[186] In an initial implementation, before the terminal device accesses or is barred from accessing the network device based on the first and second pieces of information, the terminal device can alternatively access or be barred from accessing the network device based on an IntraFreqReselection field (IntraFreqReselection). The IntraFreqReselection field, the first piece of information, and the second piece of information can be carried in the same message or in different messages. For example, the network device can carry the Petition 870250106636, dated 11 / 21 / 2025, page 53 / 85 4Ί / Ί6 IntraFreqReselection field, the first information and the second information in system information block 1. In this implementation, the terminal device can be a first-type terminal device or a second-type terminal device. [18Ί] In a second implementation, before the terminal device accesses or is barred from accessing the network device based on the first information and the second information, the terminal device may alternatively access or be barred from accessing the network device based on a first IntraFreqReselection field. The first IntraFreqReselection field, the first information, and the second information may be carried in the same message or may be carried in different messages. For example, the network device may carry the first IntraFreqReselection field, the first information, and the second information in system information block 1. In this implementation, the terminal device may be the first type terminal device or it may be the second type terminal device.

[188] In a third implementation, if the terminal device is the first-type terminal device, before the first-type terminal device accesses or is barred from accessing the network device based on the first information and the second information, the terminal device may alternatively access or be barred from accessing the network device based on a first IntraFreqReselection field. The first IntraFreqReselection field, the first information, and the second information may be carried in the same message or may be carried in different messages. For example, the network device may carry the first IntraFreqReselection field, the first information, and the second information in system information block 1.

[189] If the terminal device is the terminal device Petition 870250106636, dated 11 / 21 / 2025, page 54 / 85 48 / 76 of the second type, before the second type terminal device accesses or is barred from accessing the network device based on the first and second information, the terminal device may alternatively access or be barred from accessing the network device based on a second IntraFreqReselection field. The second IntraFreqReselection field, the first information, and the second information may be carried in the same message or in different messages. For example, the network device may carry the second field IntraFreqReselection, the first information and the second information in system information block 1.

[190] For example, when the terminal device is the first type terminal device, the field IntraFreqReselection and the first IntraFreqReselection field have a similar function. The following uses the field IntraFreqReselection is used as an example for description. The IntraFreqReselection field can be ported to system information block 1. If system information block 1 does not include the IntraFreqReselection field, this indicates that access from the first type of terminal device is blocked or allowed. If the terminal device does not receive the field If the IntraFreqReselection field, or the system information block 1 received by the terminal device, does not include the IntraFreqReselection field, the terminal device may be blocked from accessing the network device. If the system information block 1 includes the IntraFreqReselection field, the terminal device accesses or is blocked from accessing the network device based on the first and second pieces of information. In this embodiment of this request, the fact that the system information block 1 does not include the IntraFreqReselection field can also be understood as if no IntraFreqReselection field were present in the system information block 1.

[191] When the terminal device is the second type of Petition 870250106636, dated 11 / 21 / 2025, p. 55 / 85 49 / 76 terminal device, the functions of the IntraFreqReselection field, the first IntraFreqReselection field, and the second IntraFreqReselection field are similar. The second type terminal device accesses or is barred from accessing the network device based on the IntraFreqReselection field, the first IntraFreqReselection field, or the second IntraFreqReselection field. For details, see the descriptions of the first type terminal device that accesses or is barred from accessing the network device based on the IntraFreqReselection field or the first IntraFreqReselection field. Details are not described again in this document.

[192] The second piece of information is carried in at least one of the following: a first field, a second field, and a third field. It can be explained that the second piece of information is implemented by setting different values for at least one of the fields: first, second, and third. If the first-type terminal device determines, based on the second piece of information, that access to the network device will be blocked or allowed, the second piece of information may also indicate that access from the first-type terminal device to the network device will be blocked or allowed.

[193] The first field may be called the cellBarredRedCap1Rx field (cellBarredRedCap1Rx). The first field indicates whether access to the network device from a first-type terminal device that supports an antenna and a second-type terminal device that supports an antenna is blocked or allowed. For example, the information contained in the first field may be blocked or not. When the information contained in the first field is blocked, this indicates that access to the network device from the first-type terminal device that supports an antenna and the second-type terminal device that supports an antenna is blocked. When the information contained in the first field is not blocked, this indicates that access to Petition 870250106636, dated 11 / 21 / 2025, page 56 / 85 50 / 76 network devices, including first-type terminal devices that support an antenna and second-type terminal devices that support an antenna, are permitted.

[194] The second field may be called the cellBarredRedCap2Rx field (cellBarredRedCap2Rx). The second field indicates whether access to the network device from a first-type terminal device that supports two antennas and a second-type terminal device that supports two antennas is blocked or allowed. For example, the information contained in the second field may be blocked or not. When the information contained in the second field is blocked, this indicates that access to the network device from the first-type terminal device that supports two antennas and the second-type terminal device that supports two antennas is blocked. When the information contained in the second field is not blocked, this indicates that access to the network device from the first-type terminal device that supports two antennas and the second-type terminal device that supports two antennas is allowed.

[195] The third field may be called the halfDuplexRedCapAllowed field. The third field indicates whether access to the network device from a first-type terminal device that supports half-duplex frequency division multiplexing and a second-type terminal device that supports half-duplex frequency division multiplexing is blocked or allowed. For example, the information contained in the third field may be true. If the third field does not exist, it indicates that access to the network device from the first-type terminal device that supports half-duplex frequency division multiplexing and the second-type terminal device that supports half-duplex frequency division multiplexing is blocked. When the information contained in the third field is true, this indicates that access to the network device from Petition 870250106636, dated 11 / 21 / 2025, page 57 / 85 51 / 76 first-type terminal device that supports half-duplex frequency division multiplexing and second-type terminal device that supports half-duplex frequency division multiplexing is permitted.

[196] The above is just an example, and the specific names of the first field, the second field and the third field are not limited in this application.

[197] In one possible implementation, if the terminal device is the first type terminal device that supports an antenna, the terminal device may access or be barred from accessing the network device based on the first information and the first field.

[198] For example, the first information indicates that access from the first type terminal device to the network device is permitted, and the first field indicates that access to the network device from the first type terminal device that supports an antenna is permitted. Correspondingly, in this case, if the terminal device is the first type terminal device that supports an antenna, the terminal device will be able to access the network device.

[199] For details on how the first information indicates that access by the first type terminal device to the network device is permitted, or how the terminal device determines, based on the first information, access to the network device, see the descriptions in either of the Implementations 1 through 3 are the first possible implementation. Details are not described again in this document.

[200] For example, the first piece of information indicates that access from the first type terminal device to the network device is blocked, and the first field indicates that access to the network device from the first type terminal device that supports an antenna is blocked. Correspondingly, in this case, if the terminal device is the first type terminal device Petition 870250106636, dated 11 / 21 / 2025, p. 58 / 85 In the 52 / 76 type that supports an antenna, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first analyze the first information. If the first information indicates that access by the first type terminal device to the network device is blocked, the terminal device will no longer be able to analyze the first field. Regardless of whether the first field indicates that access by the first type terminal device that supports an antenna is blocked or allowed, the first type terminal device is blocked from accessing the network device.

[201] For details on how the first piece of information indicates that the terminal device's access to the network device is blocked, or how the terminal device determines, based on the first piece of information, that it is blocked from accessing the network device, see the descriptions in either Implementations 1 through 3 in the first possible implementation. Details are not described again in this document.

[202] For example, the first field indicates that access to the network device from the first type terminal device that supports an antenna is blocked, and the first information indicates that access from the first type terminal device to the network device is blocked. Correspondingly, in this case, if the terminal device is the first type terminal device that supports an antenna, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first analyze the first field. If the first field indicates that access from the first type terminal device to the network device is blocked, the terminal device will no longer be able to analyze the first information. Regardless of whether the first information indicates that access from the first type terminal device is blocked or allowed, the first type terminal device is blocked from accessing the network device. Petition 870250106636, dated 11 / 21 / 2025, page 59 / 85 53 / 76

[203] For details on how the first piece of information indicates whether terminal device access to the network device is blocked or allowed, or how the terminal device determines, based on the first piece of information, whether it wants to access or be blocked from accessing the network device, see the descriptions in any of Implementation 1 through Implementation 3 in the first possible implementation. Details are not described again in this document.

[204] In one possible implementation, if the terminal device is the first type terminal device that supports two antennas, the terminal device may access or be barred from accessing the network device based on the first information and the second field.

[205] For example, the first information indicates that access from the first type terminal device to the network device is permitted, and the second field indicates that access to the network device from the first type terminal device that supports two antennas is permitted. Correspondingly, in this case, if the terminal device is the first type terminal device that supports two antennas, the terminal device will be able to access the network device.

[206] For example, the first piece of information indicates that access from the first-type terminal device to the network device is blocked, and the second field indicates that access to the network device from the first-type terminal device supporting two antennas is blocked. Correspondingly, in this case, if the terminal device is the first-type terminal device supporting two antennas, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first analyze the first piece of information. If the first piece of information indicates that access from the first-type terminal device to the network device is blocked, the terminal device will no longer be able to access the network device. Petition 870250106636, dated 11 / 21 / 2025, pages 60 / 85 54 / 76 analyze the second field.

[207] For example, the second field indicates that access to the network device from the first-type terminal device that supports two antennas is blocked, and the first information indicates that access from the first-type terminal device to the network device is blocked. Correspondingly, in this case, if the terminal device is the first-type terminal device that supports two antennas, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first analyze the second field. If the second field indicates that access from the first-type terminal device to the network device is blocked, the terminal device will no longer be able to analyze the first information.

[208] For details on how the first piece of information indicates whether terminal device access to the network device is blocked or allowed, or how the terminal device determines, based on the first piece of information, whether it wants to access or be blocked from accessing the network device, see the descriptions in any of Implementation 1 through Implementation 3 in the first possible implementation. Details are not described again in this document.

[209] In one possible implementation, if the terminal device is the first type terminal device that supports half-duplex frequency division multiplexing, the terminal device can access or be barred from accessing the network device based on the first information and the third field.

[210] For example, the first piece of information indicates that access from the first type terminal device to the network device is permitted, and the third field indicates that access to the network device from the first type terminal device that supports half-duplex frequency division multiplexing is permitted. Petition 870250106636, dated 11 / 21 / 2025, p. 61 / 85 55 / 76 is allowed. Correspondingly, in this case, if the terminal device is a first-type terminal device that supports half-duplex frequency division multiplexing, the terminal device will be able to access the network device.

[211] For example, the first piece of information indicates that access from the first-type terminal device to the network device is blocked, and the third field indicates that access to the network device from the first-type terminal device that supports half-duplex frequency-division multiplexing is blocked. Correspondingly, in this case, if the terminal device is the first-type terminal device that supports half-duplex frequency-division multiplexing, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first parse the first piece of information. If the first piece of information indicates that access from the first-type terminal device to the network device is blocked, the terminal device will no longer be able to parse the third field.

[212] For example, the third field indicates that access to the network device from the first-type terminal device that supports half-duplex frequency division multiplexing is blocked, and the first information indicates that access from the first-type terminal device to the network device is blocked. Correspondingly, in this case, if the terminal device is the first-type terminal device that supports half-duplex frequency division multiplexing, the terminal device may be blocked from accessing the network device. In this implementation, the terminal device may first analyze the third field. If the third field indicates that access from the first-type terminal device to the network device is blocked, the terminal device will no longer be able to analyze the first information.

[213] For details on how the first information Petition 870250106636, dated 11 / 21 / 2025, page 62 / 85 56 / 76 indicates that terminal device access to the network device is blocked or allowed, or how the terminal device determines, based on the first information, whether it wants to access or be blocked from accessing the network device; see the descriptions in any of Implementation 1 through Implementation 3 in the earliest possible implementation. Details are not described again in this document.

[214] According to the previous method, only the first information is added for the supported communication resources and channels that are from the first type of terminal devices, so that different methods are implemented for the first type of terminal devices that access or are barred from accessing the network device, thus reducing the overall information expenses.

[215] In a third possible implementation, the terminal device can access or be barred from accessing the network device based on the second piece of information.

[216] In one implementation, before accessing or being barred from accessing the network device based on the second piece of information, the terminal device may access or be barred from accessing the network device based on an IntraFreqReselection field, a first IntraFreqReselection field, or a second IntraFreqReselection field. For more details, see the descriptions in the second possible implementation. Details are not described again in this document.

[217] In one implementation, before the terminal device determines, based on the second piece of information, whether to access or be barred from accessing the network device, the terminal device determines that the first piece of information was not received. For example, the first piece of information is carried in system information block 1. If no first piece of information is present in system information block 1 received by the terminal device, the terminal device either accesses or is barred from accessing the device. Petition 870250106636, dated 11 / 21 / 2025, pp. 63 / 85 57 / 76 network based on the second piece of information.

[218] In this request, the second piece of information is carried in at least one of the following: a first field, a second field and a third field.

[219] In one possible implementation, if the terminal device is a first-type terminal device that supports an antenna, the terminal device may access or be barred from accessing the network device based on the first field.

[220] If the terminal device is the first type terminal device that supports an antenna, and the first field indicates that access by the first type terminal device that supports an antenna is blocked, for example, the first field is blocked, the terminal device may be blocked from accessing the network device. The first field indicates that access by the first type terminal device that supports an antenna is allowed, for example, the first field is not blocked and the terminal device may access the network device.

[221] In one possible implementation, if the terminal device is a first-type terminal device that supports two antennas, the terminal device may access or be barred from accessing the network device based on the second field.

[222] If the terminal device is the first type terminal device that supports two antennas, and the second field indicates that access by the first type terminal device that supports two antennas is blocked, the terminal device may be blocked from accessing the network device. The second field indicates that access by the first type terminal device that supports two antennas is allowed, and the terminal device may access the network device.

[223] In one possible implementation, if the terminal device is a first-type terminal device that supports half-duplex frequency division multiplexing, the terminal device can access or be barred from accessing the Petition 870250106636, dated 11 / 21 / 2025, pp. 64 / 85 58 / 76 network device based on the third field.

[224] If the terminal device is a first-type terminal device that supports half-duplex frequency division multiplexing, and the third field indicates that access from the first-type terminal device that supports half-duplex frequency division multiplexing is blocked, the terminal device may be blocked from accessing the network device. The third field indicates that access from the first-type terminal device that supports half-duplex frequency division multiplexing is allowed, and the terminal device may access the network device.

[225] It should be understood that the first-type terminal device in the previous implementation may have a first capability or a second capability. In the previous implementation, the first-type terminal device may obtain the first information from the network device or it may not obtain the first information from the network device. Regardless of whether the first-type terminal device obtains the first information from the network device, the first-type terminal device accesses or is barred from accessing the network device based only on the second information, rather than the first.

[226] According to the previous method, different methods for terminal devices of the first type to access or be barred from accessing the network device are designed for communication channels supported by terminal devices of the first type, so that the diversity of determination, by terminal devices of the first type, of whether or not to access the network device can be effectively improved.

[227] In one possible implementation, if the terminal device is a second-type terminal device that supports an antenna, the terminal device may be able to access or be barred from accessing the network device based on the first field. Petition 870250106636, dated 11 / 21 / 2025, pages 65 / 85 59 / 76

[228] In this embodiment of this application, a method for the second type terminal device that supports an antenna accessing or being barred from accessing the network device based on the first field is similar to a method for the first type terminal device that supports an antenna accessing or being barred from accessing the network device based on the first field. Details are not described again in this document.

[229] In one possible implementation, if the terminal device is a second-type terminal device that supports two antennas, the terminal device may be able to access or be barred from accessing the network device based on the second field.

[230] In this embodiment of this application, a method for the second-type terminal device that supports two antennas accessing or being barred from accessing the network device based on the second field is similar to a method for the first-type terminal device that supports two antennas accessing or being barred from accessing the network device based on the second field. Details are not described in this document again.

[231] In one possible implementation, if the terminal device is a second-type terminal device that supports half-duplex frequency division multiplexing, the terminal device may access or be barred from accessing the network device based on the third field.

[232] In this embodiment of this application, a method for a second-type terminal device that supports half-duplex frequency-division multiplexing accessing or being barred from accessing a network device based on the third field is similar to a method for a first-type terminal device that supports half-duplex frequency-division multiplexing accessing or being barred from accessing Petition 870250106636, dated 11 / 21 / 2025, pages 66 / 85 60 / 76 the network device based on the third field. Details are not described again in this document.

[233] According to the previous method, different methods for terminal devices of the second type to access or be barred from accessing the network device are designed for communication channels supported by terminal devices of the second type, so that the diversity of determination, by terminal devices of the second type, of accessing or not accessing the network device can be effectively improved.

[234] In a fourth possible implementation, the network device may also send a third piece of information to the terminal device. The third piece of information, the first piece of information, and the second piece of information may be carried in the same message or in different messages. An example in which the same message carries the first piece of information, the second piece of information, and the third piece of information is used for description. The network device may carry the first piece of information, the second piece of information, and the third piece of information in system information block 1. The third piece of information may indicate that access to the network device by at least one terminal device of the first type that supports one antenna, a terminal device of the first type that supports two antennas, or a terminal device of the first type that supports half-duplex frequency division multiplexing is blocked or allowed.

[235] In one implementation, before accessing or being barred from accessing the network device based on the first and third information, the terminal device may access or be barred from accessing the network device based on an IntraFreqReselection field, a first IntraFreqReselection field, or a second IntraFreqReselection field. For more details, see the descriptions in the second possible implementation. Details are not described again in this document.

[236] In one implementation, the third piece of information can be Petition 870250106636, dated 11 / 21 / 2025, pp. 67 / 85 61 / 76 carried by at least a fourth field, a fifth field, and a sixth field. This can be explained as follows: The third piece of information is implemented by defining different values for at least one of the fields: fourth, fifth, and sixth. The fourth field, the fifth field, and the sixth field are all located in system information block 1.

[237] The fourth field may be called the cellBarredRedCap1Rx-r18 field (cellBarredRedCap1Rx-r18). The fourth field indicates whether access to the network device of the first type of terminal device supporting an antenna is blocked or allowed. For example, information contained in the fourth field may be blocked or not. When the information contained in the fourth field is blocked, this indicates that access to the network device of the first type of terminal device supporting an antenna is blocked. When the information contained in the fourth field is not blocked, this indicates that access to the network device of the first type of terminal device supporting an antenna is allowed.

[238] The fifth field may be called the cellBarredRedCap2Rx-r18 field (cellBarredRedCap2Rx-r18). The fifth field indicates whether access to the network device of the first type of terminal device supporting two antennas is blocked or allowed. For example, information contained in the fifth field may be blocked or not. When the information contained in the fifth field is blocked, this indicates that access to the network device of the first type of terminal device supporting two antennas is blocked. When the information contained in the fifth field is not blocked, this indicates that access to the network device of the first type of terminal device supporting two antennas is allowed.

[239] The sixth field may be called the halfDuplexRedCapAllowed-r18 field (halfDuplexRedCapAllowed-r18). The sixth field indicates that access to the network device of Petition 870250106636, dated 11 / 21 / 2025, pp. 68 / 85 62 / 76 first-type terminal device that supports half-duplex frequency division multiplexing is blocked or allowed. For example, information contained in the sixth field may be true. If the sixth field does not exist, this indicates that access to the network device of the first-type terminal device that supports half-duplex frequency division multiplexing is blocked. When the information contained in the sixth field is true, this indicates that access to the network device of the first-type terminal device that supports half-duplex frequency division multiplexing is allowed.

[240] The above is just an example, and the specific names of the fourth field, the fifth field and the sixth field are not limited to in this application.

[241] In one possible implementation, if the terminal device is the first type terminal device that supports an antenna, the terminal device can access or be barred from accessing the network device based on the first information and the fourth field.

[242] For example, the first information indicates that access by the first type terminal device to the network device is permitted and, when the fourth field indicates that access to the network device by the first type terminal device that supports an antenna is permitted, the terminal device can access the network device.

[243] For example, the first information indicates that access from the first type terminal device to the network device is blocked, or the fourth field indicates that access to the network device from the first type terminal device that supports an antenna is blocked. If the terminal device is the first type of terminal device that supports an antenna, the terminal device may be blocked from accessing the network device. Petition 870250106636, dated 11 / 21 / 2025, pp. 69 / 85 63 / 76

[244] In this embodiment of this application, a method for the first type of terminal device supporting an antenna accessing or being barred from accessing the network device based on the first information and the fourth field is similar to a method for the first type of terminal device supporting an antenna accessing or being barred from accessing the network device based on the first information and the first field. For more details, see the descriptions in the second possible implementation. Details are not described again in this document.

[245] In one possible implementation, if the terminal device is the first type terminal device that supports two antennas, the terminal device may access or be barred from accessing the network device based on the first information and the fifth field.

[246] For example, the first information indicates that access by the first type terminal device to the network device is allowed and, when the fifth field indicates that access to the network device by the first type terminal device that supports two antennas is allowed, the terminal device can access the network device.

[247] For example, the first information indicates that access from the first type terminal device to the network device is blocked, or the fourth field indicates that access to the network device from the first type terminal device that supports two antennas is blocked. If the terminal device is the first type of terminal device that supports two antennas, the terminal device may be blocked from accessing the network device.

[248] In this embodiment of this application, a method for the first type terminal device that supports two antennas accessing or being barred from accessing the network device based on the first information and the fifth field is similar to a Petition 870250106636, dated 11 / 21 / 2025, pp. 70 / 85 64 / 76 method for the first type terminal device that supports two antennas accessing or being barred from accessing the network device based on the first information and the second field. For more details, see the descriptions in the second possible implementation. Details are not described again in this document.

[249] In one possible implementation, if the terminal device is the first type terminal device that supports half-duplex frequency division multiplexing, the terminal device can access or be barred from accessing the network device based on the first information and the sixth field.

[250] For example, the first information indicates that access from the first type terminal device to the network device is permitted, and when the fifth field indicates that access to the network device from the first type terminal device that supports half-duplex frequency division multiplexing is permitted, the terminal device can access the network device.

[251] For example, the first information indicates that access from the first type terminal device to the network device is blocked, or the fourth field indicates that access to the network device from the first type terminal device that supports half-duplex frequency division multiplexing is blocked. If the terminal device is the first type of terminal device that supports half-duplex frequency division multiplexing, the terminal device may be blocked from accessing the network device.

[252] In this embodiment of this application, a method for a first-type terminal device supporting half-duplex frequency division multiplexing accessing or being barred from accessing the network device based on the first information and the sixth field is similar to a method for a first-type terminal device supporting multiplexing Petition 870250106636, dated 11 / 21 / 2025, pp. 71 / 85 65 / 76 frequency division half-duplex accessing or being blocked from accessing the network device based on the first and sixth fields. Details are not described again in this document.

[253] It must be understood that when the terminal device accesses or is barred from accessing the network device based on the first piece of information and the third piece of information, a sequence of analysis of the first piece of information and the third piece of information by the terminal device is not limited here.

[254] For details on how the first piece of information indicates whether terminal device access to the network device is blocked or allowed, or how the terminal device determines, based on the first piece of information, whether it wants to access or be blocked from accessing the network device, see the descriptions in any of Implementation 1 through Implementation 3 in the first possible implementation. Details are not described again in this document.

[255] According to the previous method, different methods for terminal devices of the first type to access or be barred from accessing the network device are provided for the supported communication resources and channels of terminal devices of the first type, so that the diversity of terminal devices of the first type to access or be barred from accessing the network device is improved.

[256] In this request, after determining access to the network device, the terminal device can send capacity information to the network device. For more details, see the descriptions below.

[257] FIG. 3 is a schematic flowchart of an access method according to a modality of this request.

[258] In one possible implementation, before a terminal device sends initial capacity information or a Petition 870250106636, dated 11 / 21 / 2025, pp. 72 / 85 66 / 76 second capacity information for a network device, the method may also include S301.

[259] Optionally, S301: The network device sends first indication information or second indication information.

[260] Correspondingly, the terminal device receives the first indication information or the second indication information from the network device.

[261] The first indication information tells the terminal device to report the first capacity information, and the second indication information tells the terminal device to report the second capacity information.

[262] In another possible implementation, the terminal device actively sends either the first capacity information or the second capacity information to the network device without regard to whether the terminal device receives either the first indication information or the second indication information from the network device.

[263] S302: The terminal device sends either the first capacity information or the second capacity information to the network device. The first capacity information indicates that the terminal device has a first capacity, and the second capacity information indicates that the terminal device has a second capacity.

[264] Correspondingly, the network device receives the first capacity information or the second capacity information from the terminal device.

[265] The first capacity information or the second capacity information may be indicated by any of the following messages: a message 1 (message 1, Msg1) in a random access process, a message A (message A, MsgA) in the random access process, a message 3 (message 3, Msg3) in the random access process and control signaling of Petition 870250106636, dated 11 / 21 / 2025, pp. 73 / 85 6Ί / Ί6 radio resource control (RRC). The random access types corresponding to message 1 and message 3 are 4-step random access, and the random access type corresponding to message A is 2-step random access.

[266] In this mode of this request, when the first capacity information or the second capacity information is indicated via message 3, there is a match between a terminal device capacity and a Logical Channel Identifier (LCID). To be specific, the first capacity corresponds to a first Logical Channel Identifier, and the second capacity corresponds to a second Logical Channel Identifier. The match is predefined, preconfigured, or configured by the network device. The first Logical Channel Identifier is different from the second Logical Channel Identifier. [26Ί] For example, the first capacity information may be the first logical channel identifier corresponding to the first capacity, and the second capacity information may be the second logical channel identifier corresponding to the second capacity. A value for the first logical channel identifier may be from 3Ί to 42; and a value for the second logical channel identifier may be from 3Ί to 42.

[268] When the terminal device capability is the first capability, the first capability information included in message 3 sent by the terminal device is the first logical channel identifier. Upon receiving message 3 including the first logical channel identifier, the network device determines that the terminal device is a terminal device of the first type possessing the first capability.

[269] When the terminal device capacity is the second capacity, the second capacity information included in message 3 sent by the terminal device is the second Petition 870250106636, dated 11 / 21 / 2025, pp. 74 / 85 68 / 76 Logical channel identifier. Upon receiving message 3 including the second logical channel identifier, the network device determines that the terminal device is a terminal device of the first type possessing the second capability.

[270] For example, the value of the first logical channel identifier is 37, and the value of the second logical channel identifier is 38.

[271] When the terminal device capability is the first capability, a logical channel identifier included in message 3 sent by the terminal device is 37. Upon receiving message 3, including the logical channel identifier being 37, the network device determines that the terminal device is the first type terminal device possessing the first capability.

[272] When the terminal device capability is the second capability, a logical channel identifier included in message 3 sent by the terminal device is 38. Upon receiving message 3, including the logical channel identifier being 38, the network device determines that the terminal device is the first type terminal device possessing the second capability.

[273] In this mode of this request, message 3 may also indicate whether the terminal device is a first-type terminal device. For example, there is a match between a first-type terminal device and a third logical channel identifier. The match is predefined, preconfigured, or configured by the network device. For example, a value for the third logical channel identifier may be from 37 to 42.

[274] When the terminal device is the first type terminal device, message 3 sent by the terminal device includes the third logical channel identifier. Upon receiving message 3 including the third logical channel identifier, Petition 870250106636, dated 11 / 21 / 2025, pp. 75 / 85 69 / 76 the network device determines that the terminal device is the first type terminal device.

[275] In this mode of this request, when the first capacity information or the second capacity information is indicated by means of message 1 or message A, there is a correspondence between a terminal device capacity and a transmission resource for message 1 or message A. In other words, the first capacity corresponds to a first transmission resource, and the second capacity corresponds to a second transmission resource. The correspondence is predefined, preconfigured, or configured by the network device.

[276] The transmission resource includes one or more of the following: a physical random access channel (PRACH) time domain resource, a PRACH frequency domain resource, a PRACH code domain resource, a PRACH transmission opportunity and a preamble sequence.

[277] If the terminal device capability is the first capability, that the terminal device possesses the first capability will be indicated by the use of the first transmission resource. The first transmission resource may be an existing transmission resource for message 1 or message A.

[278] If the terminal device capability is the second capability, that the terminal device has the second capability will be indicated by the use of the second transmission resource. The second transmission resource may be a newly defined transmission resource used to transmit message 1 or message A.

[279] For example, when the broadcast resource is the preamble sequence, currently, a preamble sequence 1 to a preamble sequence 64 are defined as a broadcast resource, and the first broadcast resource is the resource Petition 870250106636, dated 11 / 21 / 2025, pp. 76 / 85 The existing transmission resource 70 / 76 is used for message 1 or message A. Therefore, the first transmission resource includes preamble sequence 1 to preamble sequence 64. The second transmission resource is the newly defined transmission resource used to transmit message 1 or message A. Therefore, the second transmission resource can include a preamble sequence 65 to a preamble sequence 128.

[280] The first capacity information is a preamble sequence sent by the terminal device. Message 1 or message A sent by the terminal device includes one of the preamble sequences 1 through preamble sequence 64, indicating that the terminal device capacity is the first capacity.

[281] The second capacity information can also be a preamble sequence sent by the terminal device. Message 1 or message A sent by the terminal device includes one of the preamble sequences 65 through 128, indicating that the terminal device's capacity is the second capacity.

[282] It should be understood that the correspondence between a terminal device capability and a transmission resource for message 1 or message A may be predefined or preconfigured, or may be configured by the network device.

[283] In the previous method, a type or capacity of a terminal device is indicated in advance in an initial access process, so that the network device can schedule, for the terminal device based on the type or capacity of the terminal device, a resource that matches the type or capacity of the terminal device, thus improving resource utilization and system efficiency.

[284] The procedures of the previous method can be implemented independently or they can be implemented in combination. This is not limited in this application. Petition 870250106636, dated 11 / 21 / 2025, pp. 77 / 85 71 / 76

Furthermore, functional modules in embodiments of this application may be integrated into a processor, or may exist physically alone, or two or more modules may be integrated into one module. The communication unit may also be called a transceiver, transceiver machine, transceiver apparatus, transceiver unit, or similar. The transceiver unit may include a sending unit and / or a receiving unit, configured to perform sending and receiving steps from the network device or terminal device in the previous method modes.

[289] The communication apparatus provided in this embodiment of this application is described below with reference to FIG. 4 and FIG. 5. It should be understood that the description of the apparatus embodiments corresponds to the description of the method embodiments. Therefore, for content that is not described in detail, refer to the previous method embodiments. For brevity, the details are not described again in this document.

[290] In one implementation, the communication device 400 can perform the following functions.
