Abstract

A computerized system and method for building citizen loyalty through the collection of vehicle registration fees in municipalities. The invention comprises a computer platform that operates on a transactional payment database and a document database of query events. When a citizen inquires about the value of their registration fee, the system captures voluntary contact information and behavioral signals from the context of the query. An analysis module calculates a loyalty index per vehicle identifier based on the frequency of queries, the time elapsed, payment history, and the type of contact available. This index determines the channel, timing, and content of personalized communications, which include the amount calculated in real time from the official valuation table of the national tax authority and a direct payment link. An attribution module correlates each communication with the subsequent payment.The system also incorporates batch payments for business fleets and an analytics dashboard for retention and conversion.
