The application relates to a control method for a thermal power unit during combined frequency modulation of energy storage and thermal power, comprising the following steps: according to a preset compensation constant K of an energy storage system, when the values of P e * and total target compensation amount ΔP are positive, and the absolute value of target compensation amount KP e * of the energy storage system is greater than that of the total target compensation amount ΔP, the energy storage system is used to undertake total target compensation amount for frequency modulation compensation, otherwise, the energy storage system and the thermal power unit are used for combined frequency modulation compensation, and a primary frequency modulation instruction is sent, wherein the total target compensation amount ΔP is converted from a frequency difference Δf of the thermal power unit, K is not greater than 1, and P e * is rated output power of the energy storage system. The application can make the thermal power unit participate in frequency modulation when the total target compensation amount is near the rated power of the energy storage system, so that the thermal power unit is intervened in advance, sufficient compensation amount is guaranteed, the thermal power unit is rapidly participated in, and response stability is ensured.
