Image encoding and decoding method, device and storage medium

Abstract

The present application provides an image encoding and decoding method, device and storage medium, which relates to the field of image encoding and decoding. The method includes: obtaining the state of the code stream buffer; when the state of the code stream buffer meets the preset conditions, performing a first operation on the estimated number of bits of the current block to be encoded, or performing a second operation on the estimated quantization parameter of the current block to be encoded; the first operation refers to reducing the estimated number of bits by the number of penalty bits; the estimated quantization parameter is obtained based on the estimated number of bits; the second operation refers to increasing the estimated quantization parameter by a reference quantization parameter; the reference quantization parameter is obtained based on the number of penalty bits; based on the estimated number of bits after performing the first operation, or the estimated quantization parameter after performing the second operation, the current block to be encoded is encoded. The method is applicable to the image encoding and decoding process, and is used to solve the problem of code stream buffer overflow.
