The application discloses a coiled tubing rotary operation device and a rotary operation method, and the device comprises a rotary hoist, a rotary work cylinder, a fixed base, a rotary driving device, a wireless electric support frame and a hydraulic control center; the device is designed to be rotatable, the work cylinder is guaranteed to be 100% aligned with the wellhead, the torsion effect of the coiled tubing is reduced, the service life of the coiled tubing is prolonged, and the coiled tubing operation of the whole well plant can be completed only by once equipment positioning and construction preparation; meanwhile, the rotary hoisting function of the device enables the on-site injection head, blowout prevention assembly and other wellhead equipment and other small equipment to be hoisted without additional use of a crane; in addition, the coiled tubing rotary operation device can provide a straight-line flow operation method, a cross-threading operation method and a folding flow operation method of the coiled tubing according to the number of wellheads and the well arrangement of different well plants, so that the waiting of the device is reduced, and the utilization rate of the device is improved.
