本发明提供了一种基于封闭园区的车辆换道决策方法、系统及设备，包括基于封闭园区的道路规则，初步判断车辆的行为；若车辆为行驶行为，且车辆所在不可变车道行驶方向前方的目标区域中存在危险障碍物时，停车；若车辆为行驶行为，且车辆所在可变车道行驶方向前方的目标区域中存在危险障碍物时，获取车辆所在可变车道和左右两车道的目标区域，以及对应目标区域上的危险障碍物的绝对坐标和速度信息，计算对应危险障碍物的危险系数，并与设定的标准危险系数进行比较，得到车辆的换道决策。解决了相关技术中换道决策基于复杂模型，不能满足封闭园区特定场景下的换道决策需求的问题。
