The device has the beneficial effects that the driving rod drives the filter plate and the bearing box to swing up and down around the mounting piece, and in the up-and-down swinging process of the bearing box, the sealing plate and the bearing box slide relatively. A flocculating agent in the containing cavity enters the medical waste liquid through the one-way valve, the liquid is disturbed by the filter plate and the bearing box, and mixing of the flocculating agent and the waste liquid is accelerated. A flocculating agent is added into different depths of the waste liquid, and meanwhile, the flocculating agent can be fully mixed with the waste liquid along with the up-and-down swinging of the bearing box.
