The invention discloses a fluid tank fixing device and a vehicle, the fluid tank fixing device comprises a protection cylinder, the protection cylinder comprises a cylinder body and a cover plate, the cylinder body is provided with a mounting cavity, the mounting cavity is provided with an opening, and the cover plate is movably mounted on the cylinder body and used for selectively sealing the opening; the installation frame is rotatably installed in the installation cavity, the installation frame is provided with a plurality of installation frames, the installation frames are sequentially arranged in the rotation direction of the installation frame, an open installation space is formed by the installation frames, and the installation space is used for installing a fluid tank; and the plurality of mounting frames are arranged to be capable of rotating along with the mounting frame to a position where the mounting space is opposite to the opening. Therefore, the fluid tanks in different installation spaces can be conveniently and rapidly disassembled and assembled, the disassembling and assembling difficulty of the fluid tanks is greatly reduced, the structure is simplified, the machining cost is reduced, and the practicability of the fluid tank fixing device is improved.
