A plurality of groups of catalytic pipes which automatically rotate through the turnover device are arranged around the stirring fan blades, and sieve pores which enable a catalyst and a flocculating agent to be in contact with wastewater are attached to the surfaces of the catalytic pipes, so that the contact efficiency of the catalyst and the flocculating agent with the wastewater is increased in the continuous turnover process, namely the catalytic effect of the wastewater in the reaction box is improved.
