When birds stay near the signal tower, if wind is not blown or the wind blowing degree cannot meet the requirement that the rotating device rotates at the moment, the rotating device can be electrically driven to rotate through the electric rotation driving device; whether the rotating device rotates successfully or not can be judged through the rotating detecting and judging device; even if the bird repelling device cannot operate, the birds can be timely repelled.
