According to the present invention, the virus-like SiO2 is directly subjected to high temperature decomposition under the H2 condition at the temperature of 500 DEG C to obtain the reduction-state Mo / SiO2 catalyst with strong hydrogenation activity, and the strong interaction between the virus-like SiO2 and Mo enhances the oxidation resistance of the reduction-state Mo, such that the Mo / SiO2 can be stored in the air so as not to easily affect the hydrogenation activity due to the instant oxidation caused by the contact with the air; when the Mo / SiO2 catalyst is applied to a reaction for synthesizing MA through DMO hydrogenation, DMO can be completely converted and generate MA with high selectivity under the reaction condition of 220 DEG C, and a good reaction basis is provided for further oriented conversion of MA into EtOH subsequently.
